Description
The following questions and answers are added as amendment 1. Question: a. Timeline We understand the eligibility statement must be in by 1300, Tuesday May 04. You pre-solicitation also states, "Eligibility companies may retrieve a solicitation package at a designated time and place in the Washington DC area weekdays between 8 AM on Tuesday April 27 and 1 PM on Friday May 7." Therefore, does this mean we may pick up the solicitation package before our eligibility statement is submitted? Or does it mean, we can submit our eligibility statement prior to 27 April, pass the eligibility statement and then pick up the solicitation package after notification? If so, how and when will we be notified that we can pick up the solicitation package? Answer : Eligibility statements will be reviewed throughout the time period beginning with the April 19 posting through Tuesday May 04 at 1 PM EST. Expect a 24 to 48 hour period for the eligibility to be reviewed; you will receive an email confirmation of your submission and then an email concerning your eligibility. A solicitation package may only be retrieved by an eligible company so you will need to submit your eligibility statement prior to any retrieval. Should your company be found eligible, the email will then explain how you are to retrieve the solicitation package. Question: b. Constraints Your pre-solicitation states, "This requirement requires access to classified databases." Are we correct in understanding that this statement refers to the actual execution of the task and NOT the proposal and NOT the eligibility statement? Can we assume that our courier will ALSO have to drop off our proposal? Answer: The successful awardee's personnel are required to have TS/SCI because they will have access to classified databases. The eligibility statement shall be sent via unclassified email; the Solicitation package is classified as Secret and does not require access to classified databases. The solicitation package will detail proposal submission instructions to include courier drop off as well as the possibility of other methods for submitting a proposal (such as delivery by an unclassified courier or postal mail). Each company will need to determine if their proposal should be classified as Secret (please remember that all proposals are treated as source selection sensitive).
