Description
The Department of Veteran Affairs Facilities within the Veterans Intergrated Service Network (VISN 7) is in the process of seeking contractors to provide the following installation of software and handheld PDA's to track Environmental Rounds and offers centralized reporting and customized reports per VISN 7, and JCAHO requirements. VISN 7 - sites include: Atlanta, GA; Birmingham, ALA; CAVHCS, ALA; Charleston, SC; Columbia, SC; and Dublin, GA Veterans Affairs Medical Centers. Contractor shall purchase and furnish all supervision, labor, material necessary to install the software and setup PDA's at 6 medical centers in the VISN 7 network. The service should include sixteen handheld PDA's for distribution at each site. PDAs distribution will be determined during initial set up of PDAs. Provide an automated mobile inspection program for EOC (Environmental of Care) Rounds inspections. Used by the EOC team to replace the labor involved in manual paper based inspections. Eliminating data entry, rework and the time spent following up and manually producing reports. PDA with built in camera that automatically links the photograph to the item on the inspection list. Add notes instantly to any issues and produce a follow up ticket sent by email to the responsible party, with automatic follow up recording and closure tracking. A menu of managerial reports that formulates the collected data into easily readable reports such as executive summaries, pie charts, and bar graphs that compares, details, cross references, collates and displays the information and data. A process that does not require purchase of additional hardware or software to produce forms used in the management and collection of data and track all items identified as non-compliant and provides a mechanism for follow-up and correction. The vendor must manage all items that have been identified deficient and track them until they are corrected and closed out. The service should also include: "Vendor shall provide customizable Joint Commission, SOARS and Environment of Care templates for each of the following services Environment of Care Readiness Rounds that include infection control, Facility cleanliness, Fire & Safety, Food Service Preparation, Engineering and Quality Management for each medical center to choose for their individual needs. A list of mandatory questions that each medical center within VISN 7 must have on their database will be provided to the vendor prior to activating the PDAs. "PDAs must be able to synchronize without physically accessing computers at the medical centers "Web-based reporting with unlimited access from any PC with internet access to our account. Run different reports and graphs with 1 click and no work involved to trend and analysis the results. Meet requirement for VISN 7 reporting, Joint Commission and OIG/SOARS performance improvement plans and trending "Identification of how many deficiencies and include information such as; items corrected, # days outstanding, subject area of deficiency and management officials responsible for correction. "Electronically generated notifications of deficiencies to the responsible official for corrective action. "Prefer real time/instant data reporting system or a turn-around time of no more that one day from readiness rounds completion due to limited time frame for close out of deficiencies. "If forms are a part of the reporting system then time frames for returning the initial rounds forms and the corrective action forms outlining the corrective action taken should be followed up in the manner stated below: "Initial rounds forms should be followed up if not received by the next business day. If the rounds forms have not been sent by day 2 then the next higher level should be contacted electronically. "For corrective action taken form return via electronically should be implemented on the day established by the medical center. On the due date if the responsible official has not returned their form a follow-up message should be sent electronically. If by the next day there is a delay in responding then the supervisor will be contacted electronically and if no response is received by the next day then an electronic message should be sent to the next higher level management official. "If a real time data reporting system is used then any corrective action report(s) that have not been received on the day established by the medical center a message is generated electronically and sent to the responsible official. If the responsible official has not sent the update by the next day then the supervisor will be contacted electronically and if no response is received by the next day then an electronic message will be sent to the next higher level management official. "Vendor must demonstrate knowledge, skills and abilities of a Continuous Readiness Program in a Healthcare environment. Vendor must possess the knowledge, skills and ability to train designated medical center and coordinate the first review to ensure the program is used correctly.
