Description
The Navy has an immediate and urgent requirement for the T-34 at the Chief of Naval Air Training Command (CNATRA); specifically at Naval Air Station (NAS) Corpus Christi and NAS Whiting Field. This requirement encompasses bringing non-flying aircraft up to a flying status in order to recover CNATRA's lost Pilot Training Rate as a result of cracked rudder pedal assemblies and other maintenance-related issues. As part of this recovery plan, the requirement may include support for the T-44 platform. The period of performance for this effort will be approximately 6 months beginning approximately 30 April 2010. The single most important performance objective is providing airworthy aircraft to meet the daily flight schedule (DFS) to enable full flight operations. If the Navy does not procure this requirement within the required timeframe, there will be a significant negative impact on Naval Air Readiness. This is a notice of intent to request a proposal and negotiate with L-3 Communications Vertex Aerospace LLC, Madison, MS on an other than full and open competitive basis per FAR 6.302-2, Unusual and Compelling Urgency. The Government intends to negotiate on a sole source basis with L-3 to procure their services as stated above. L-3 is the only maintenance provider aside from the incumbent that is onsite at NAS Whiting Field and NAS Corpus Christi and therefore the only company that can meet the Navy's requirement within the timeframe required. An award to any other company would result in an unacceptable delay to fulfilling the Navy's requirement. Concurrently with this requirement, the Navy will conduct a full and open competition for the larger Contractor Logistics Services requirement (organizational, intermediate and depot level maintenance) for the T-34, T-44 and T-6 programs.
