THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS ELIGIBLE UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB) Set Aside. The Veterans Integrated Service Network #04 (VISN 04) Logistics Office (529 / Bldg. #1 / Rm. 333W), located at 325 New Castle Road, Butler, PA 16001-2480 intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for Construction Services related to the Domiciliary (DOM) / Rehabilitation (Rehab) Project # 529-309. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Domiciliary Rehab Unit project as indicated in drawings and specifications for project The period of performance is 380 calendar days from receipt of the Notice to Proceed if all items are accepted by the Government. The Period of Performance for Bid Alternate 1# is 325 Calendar Days from receipt of the Notice to Proceed as a result of deleted work. The Period of Performance for Bid Alternate #2 is 305 Calendar Days from receipt of the Notice to Proceed as a result of deleted work. The Solicitation, Specifications and Drawings will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Offerors must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million in annual receipts for the past three years. The Magnitude of Construction cost is between $5,000,000.00. to $10,000,000.00. The solicitation package, amendments, and site visit attendance record will be issued by way of the FedBizOpps website only. All questions regarding this solicitation must be submitted in writing by email to Daniel.Shea2@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2:00 P.M. Seven (7) calendar days prior to the deadline for the receipt of offers. No telephone request will be honored. All responses to questions will be posted to the web site. The Solicitation Issue Date will be on or about May 4, 2010. A pre-bid conferences/site visit will be conducted for this solicitation on May 18, 2010 at 11:00 A.M. Please meet at the VA Medical Center, 325 New Castle Road, Butler, PA 16001-2480 in VA Auditorium Bldg. #1. Sealed Bids must be received no later than 11:00 A.M. on June 3, 2010. A Public Opening will be conducted at the VA Medical Center, 325 New Castle Road, Butler, PA 16001-2480 in the VA Auditorium Bldg. #1.
