- NASA intends to award a sole-source contract extension to L-3 Services, Inc.contract pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support ofGoddard Space Flight Centers (GSFC) Independent Verification and Validation (IV&V)Program. The NASA IV&V Programs mission is to provide independent software assurance tothe agency, using systems engineering and software engineering analyses, on the safetycritical and mission critical functions of selected NASA (and others) missions. Thisprocurement is to extend Contract NNG05CB16C for an additional period not to exceed 18months, comprised of a base extension of 12 months and two 3-month option periods. Noincrease will be made to the IDIQ maximum ordering value. Due to changes made to theIV&V program, the period of performance for this award is necessary to allow additionaltime while technical requirements are being finalized and until the competitive follow-oncontract is awarded. This extension will allow for a continuation of current task ordersissued, for modifications to existing task orders, and for new work until the IV&Vcompetitive follow-on contract is in place. The contract extension is necessary in orderto ensure program continuity and critical mission support and to avoid significanttechnical impacts to the IV&V program.An interruption and restart of this effort, witha new contractor that is unfamiliar with the specific requirements of NASAs IV&Vprogram, would greatly jeopardize the success of NASAs IV&V mission. Therefore, anextension of the current contract to allow for incorporation of these key scope decisionsinto the development of the re-competition strategy represents the only practicalalternative. L-3 Services, Inc., as the current incumbent, has the combined training,experience, and expertise to provide uninterrupted continuation of mission criticalsupport. Due to the time and substantial duplication of costs involved in procuring andphasing in another contractor, L-3 Services, Inc. is considered the only contractor thatcan meet GSFCs needs given the short period of performance for the extension. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting, via e-mail, to the identified point of contact not later than 4:30 PM EDT on May4, 2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. AnOmbudsman has been appointed.
