Description
The UNITED STATES GOVERNMENT is seeking expressions of interest to lease approximately 254,267 rentable square feet of office and related space within the Washington, D.C. Central Employment Area/North of Massachusetts/Waterfront. The rentable square feet (RSF) must yield a minimum of 211,889 ANSI/BOMA Office Area square feet. The requirement includes 29 secured onsite parking spaces. The lease term requirement is ten (10) years firm. The space must be ready for occupancy by April 2013. The building must be within 2,640 walkable linear feet (1/2 mile) of a metro rail and amenities. The Government currently occupies office and related space in a building under lease in Washington, DC and is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as the costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure and non-productive agency downtime. The building must be located outside of any 100-year floodplain. Buildings offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to meet all current Federal, State, and Local codes and regulations including, but not limited to, NFPA requirements for fire and life safety plus handicapped access in accordance with ABAAS guidelines. Space shall be located within a prime commercial office district with attractive, prestigious, professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. The offeror must be willing to provide the Government $42.80 per BOASF as a tenant improvement allowance. The Government is using a tenant broker to represent them in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized officers and employees of the GSA or their authorized representative, Jones Lang LaSalle Americas, Inc. Building name and address. 2. Building ownership information. 3. Space available, its location within the building and its condition (shell or built-out). 4. Date of space availability. 5. Rentable square feet available and expected rental rate per rentable square foot, fully serviced (including the above-referenced tenant improvement allowance and amortization rate, if any). Please be advised that the offeror's expression of interest will not be accepted without this information. 6. Amount of parking available on-site and its cost - indicate whether the rental rate includes the cost of the required Government parking. 7. List of building services and amenities provided, if any. 8. Name, address, telephone number, and email address of individual to be contacted. The Government's decision regarding whether or not to solicit offers will be based, in part, on complete information received in response to this advertisement. In the event that your response to this ad fails to provide the required information the Government reserves the right to assume that the building in question cannot meet the Government's requirements. Submission by other than the owner, manager or exclusive agent of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.
