Description
RFI--Technologies for Operationally Deployable Explosives Mitigation (ODEM) The Department of Homeland Security (DHS) Science & Technology (S&T) Directorate is seeking information on the capabilities of the market to provide innovative technologies that may meet Operationally Deployable Explosives Mitigation (ODEM) project goals. DHS S&T administers programs to develop, test and evaluate, and transition to commercialization next-generation technologies required to effectively counter potential threats to the Nation. DHS S&T achieves this goal through sponsorships and partnerships with the private sector, national laboratories, universities, and other government agencies (both domestic and foreign). The Homeland Security Advanced Research Projects Agency (HSARPA) focuses on homeland security research and development that could lead to significant technology breakthroughs and greatly enhance departmental operations. The Homeland Security Act of 2002 established HSARPA to support basic and applied homeland security research to promote revolutionary changes in technologies; advance the development, testing and evaluation, and deployment of critical homeland security technologies; and accelerate the prototyping of technologies that would address homeland security vulnerabilities. DHS S&T is committed to protecting the homeland, its infrastructure, and citizens from threats including those presented by Improvised Explosive Devices (IEDs). The Operationally Deployable Explosives Mitigation project is being initiated by DHS S&T HSARPA to pursue innovative solutions to defeat or mitigate a home made explosive in the emplacement or detonation phases of the IED event chain. The ODEM project is a FY2011 new start with a planned budget on the order of $25 million over five years. DHS S&T HSARPA anticipates making multiple awards to pursue and evaluate the most promising solutions proposed. The ODEM project is seeking GAME-CHANGING technologies that offer break-through potential and that may be disruptive to the traditional manner in which technology development occurs. Accordingly, DHS S&T HSARPA is willing to accept moderate to high technology development risk if a research effort promises a high payoff. See attached RFI (with attachments) for details.
