- A Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract (IDIQ) for Operation and Maintenance Services is required to support the Baltimore Districts Real Property Services Field Office (RSFO) programs. Operation and Maintenance support services will be for three secure Government facilities in the state of Virginia. This proposed procurement is 100 percent small business set aside. NAICS code 561210, size standard $35,500,000.00. Contractor shall perform operations and maintenance, repair and sustainment services, and emergency services, which includes labor, repairs, maintenance, supplies, tools, test and calibration of equipment, documentation, transportation / travel expenses, and other related materials or services required to keep equipment operating and functioning. This requirement is being advertised as a Request for Quotation (RFQ). The procurement will contain Optional Items. The Period of Performance will be a base year plus four option years. This Request for Quotation (RFQ) requires separate technical and cost proposals to be evaluated based on a Lowest Price Technically Acceptable (LPTA) Best Value Approach. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Submittal of a technical and cost proposal will be required. Selection Criteria: The technical factors to be evaluated are listed below: FACTOR 1: SECURITY QUALIFICATIONS: Facility Security - The proposing firm must possess a Final Industrial Security Facility Site Clearance of TOP SECRET. Non-domestic owned firms which do not currently possess Industry Security Clearance or cannot divest foreign ownership will not be considered eligible. Contractors must provide evidence of a valid facility site clearance and corresponding cage code. Personnel Security - Key management personnel must possess valid current TOP Secret Clearances. All personnel working under this contract must be U.S. citizens. Submission requirements: Provide evidence of a valid facility clearance and corresponding CAGE code. Proposing firms MUST possess a Final Industrial Security Site clearance and Personnel Security Clearances of Top Secret to be given a rating of Satisfactory. Firms without a Final Industrial Security Site clearance or Personnel Security Clearances of Top Secret will be given a rating of Unacceptable and will render the entire proposal unacceptable. Failure to provide a Final Industrial Security Site clearance of TOP SECRET or current TOP SECRET clearances for the proposed key personnel listed above will render the factor Unacceptable. FACTOR 2: RELEVANT EXPERIENCE: The offeror will demonstrate experience level and shall submit a minimum of five (5) projects, with no less than three (3) being performed in a secure environment requiring a security clearance at a level of no less than Top Secret. The completed projects for the experience level must be of a similar nature to include but not limited to the following: (1) Maintenance and Repair Services, which shall include, but not be limited to all materials, parts and labor for the following systems: all work associated with power generation; architectural repairs to commercial buildings; UPS; building and fire control systems; heating, ventilation, commercial air conditioning (HVAC) systems; all electrical distribution equipment, i.e., switchgear, motor control centers; distribution panels; motor starters; motors; and circuit breakers. The offeror will also demonstrate additional experience by providing a complete list of projects that were completed in the last five years. Basic information required on these projects would include the name of the project, project description, the location, dollar size, and the owner. The technical evaluation team may contact the owners or authorized representatives of the projects for consideration. The Government may also use other tools such as Past Performance Information Retrieval System (PPIRS) to gather information regarding an offeror's qualifications and past experience. The Government will evaluate the Offeror(s) relevant experience in each category of work to determine the potential to satisfactorily perform the intended work under this contract. Both Government and private industry experiences will be given consideration in determining the Offerors potential to satisfactorily perform. A maximum of eight (8) projects may be submitted within the last five (5) years. Submission requirements: Submit project information on prior projects. FACTOR 3: PROJECT MANAGEMENT PLAN: The offeror will submit a Project Management Plan for this proposed contract. The plan will include the responsibilities of the Contractor and subcontractors, and the technical approach to and the procedures needed in the operation and maintenance of secure facilities. The plan will describe how the offeror will approach projects, how they will manage them, and how to incorporate partnering efforts. The plan will also describe how they will ensure quality workmanship. The plan should specifically address the following: planning, scheduling, estimating, quality control, security management, human resources, union negotiations (if applicable), safety and environmental compliance; and past experience with major suppliers and subcontractors. The offeror will also provide in this plan the approximate amount by percentage and type of work to be accomplished by their forces and in this plan state the work they will subcontract. Submission Requirements: Provide a detailed Contract Management Plan providing all necessary information. FACTOR 4: MANAGEMENT PERSONNEL: Offeror shall submit resumes for key on-site cleared personnel responsible for this proposed contract, to include the key staff and their roles in the management of the project. Personnel names must be those used in the performance of any work issued under this proposed contract. Substitutions are only permitted with the approval of the Contracting Officer. The qualifications for key personnel should include as a minimum: (1). Team Leader: Shall have a minimum of three years experience in a supervisory capacity. The government desires this individual possesses a background in commercial building Operation and Maintenance services. The Team Leader shall also have excellent communication skills, both oral and written; and good organizational skills. This individual shall have experience in planning and scheduling maintenance and repair activities for facilities similar in scope to those in this acquisition. This individual shall be responsible for all personnel assigned under this SOW; this person shall issue work assignments, set priorities, evaluate and analyze work performance; and interface on a regular basis with the COR. (2). Project Superintendent: Defined as the overall field manager responsible for the actual Operation and Maintenance on-site. This individual should have as a minimum five years of commercial building Operation and Maintenance experience of which a minimum ten years experience should be in project management. Five years experience must be on contracts performed in a secure environment that exceeds $500,000.00 in size. Submission requirements: Submit resumes with clearances listed. Individual resumes of these key managers and technicians must highlight specific experience and qualification in the positions named on projects of a similar type, size, and technical nature. Cite other personnel the offeror considers important for the success of this project. Include an organizational chart for these individuals, clearly defining the lines of authority within the offeror's organization. Include any supplemental personnel as appropriate to demonstrate compliance with the RFP requirements. FACTOR 5: PAST PERFORMANCE: Offerors will provide Past Performance on projects as identified above. Include specific letters of evaluation and/or recognition by clients and others for each listed project. The offeror will provide documentation on the performance rating on these projects; and will state how key personnel identified in Factor 4 Management Personnel performed, (satisfactorily or unsatisfactorily) if they worked on the cited projects. The Government will use the information provided, as well as information obtained from other sources, to evaluate the Offerors record of conforming to contract requirements and to standards of good workmanship; the offerors record of forecasting and controlling costs; the offerors adherence to contract schedules, including the administrative aspects of performance; the offerors history of reasonable and cooperative behavior and commitment to customer satisfaction. Past performance information obtained from other sources than those identified by the offeror may be used. Pre-Award Survey information shall not be provided in response to this evaluation factor. Submission requirements: Submit owner performance evaluations on prior projects listed in Factor 2. (Note: performance evaluations for subcontractors provided by general contractors or entities other than owner/final user/funding provider shall be considered non-responsive) Issuance date of RFP is on 16 April 2010, receipt of proposals on 17 May 2010. Qualified contractors are encouraged to attend a site visit on or about 22 April 2010. Contractors are required to provide the following information to Allison Scannell via email at Allison.Scannell@usace.army.mil for each person that requests to attend, including: full name, social security number, dates of birth, places of birth, and company name. Each prospective offeror will be limited to no more than 2 individuals attending the site visit.
