THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALThe Department of Veterans Affairs is seeking potential sources to provide an on-boarding new employee web based portal for the VA Health Administration Center. PURPOSE. The VA Health Administration Center's (HAC) Office of Human Resources (HR) desires a solution that automates and workflows the process of hiring/onboarding a new or inter-HAC transfer employee through a web-based portal. BACKGROUND. HR's New Employee onboarding is a manual, time consuming and costly process to the agency. This process involves dozens of steps, forms and systems that can result in a loss of productivity, incomplete paperwork, missing compliance related documents, ineffective provisioning and a feeling of disconnect - often resulting in new-hire turnover. Improving this process will save the agency resources and engage the new employee via a robust, personalized onboarding experience. HR seeks to better manage a new employee's transition from pre-hire to start date to off boarding by giving employees access to a personalized employee portal containing corporate culture information, task management, electronic forms and workflow, etc. OBJECTIVES. The HAC onboarding process is a critical part of the organization's human capital management strategy. Onboarding is a strategic process designed to attract new employees, reaffirm their employment decision, acclimate them into the HAC's culture, and prepare them to contribute to a desired level as quickly as possible. SCOPE. The Contractor shall provide information on an onboarding solution that provides for the following primary components: 1) forms management; 2) tasks management; and 3) cultural and social assimilation. The solution must have a form management and workflow function on the backside of the process where HR may upload specific e-forms and assign tasks to new employees and other process owners, such as IT, logistics, and the employee's supervisor. The task management should have an automatic email notification for overdue tasks and new tasks as well as task completion metrics. The solution must have a Web-based portal that may be easily updated and personalized by the agency. The portal must facilitate the onboarding key processes in sequential order, dependent upon the employee's stage in the hiring process. The portal also must be a socialization site in which the agency can scale and add to dependent upon the position and work unit in the agency that the employee is hired. Finally, the solution must meet the requirements of the Federal Information Security Management Act (FISMA), NIST, and related VA security and privacy control requirements for Federal information systems. The solution must also comply with Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. The NAICS code for this procurement is 511210. This is a sources sought notice only. No formal solicitation document exists at this time. Responses to this notice should include the following: name and address of company/provider, business size (large or small); identify whether or not firm falls into any of the following socioeconomic categories - Service Disabled Veteran Owned Small Business; Veteran Owned Small Business, 8(a), HUB Zone, or a Federal Supply Schedule firm.. Packages should contain full corporate information, point of contact, phone/fax/email details, capabilities statement and a brief narrative describing experience providing similar services to the VA, other government agencies or private concerns.
