- Sources SoughtSynopsis: CAUTION: These sources sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. At this time there are no funds allocated or set aside for the future of this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. The Western Area Power Administration (Western), Electric Power Training Center (EPTC), Golden, Colorado is seeking information concerning the availability of contractors to provide labor, equipment, and software to replace an existing Dispatch Training Simulator (DTS) at the EPTC, Golden, Colorado. This sources sought is an attempt to locate businesses and collect pertinent information on those businesses that deal in electric power operations and provide DTS. Any formal solicitation that may result from this synopsis will be announced separately. Overview of Requirements: Westerns training facility provides training services to various customers within the electric power industry. So that the EPTC can continue to offer the training services necessary, a contractor will suggest providing the following: 1. The types of state-ofthe-art equipment necessary, i.e., dispatcher workstations, instructor workstations, servers, networking, and communications. 2. Initially implement the system utilizing a minimum subset of the West Wide System Model (WWSM), to be provided by Western Electricity Coordinating Council (WECC). Upon execution of Non- Disclosure Agreement (NDA) with the contractor, Western will provide the complete WWSM for the subcontractor to incorporate on site, at the EPTC. 3. The Midwest Reliability Organization Model (MROM) will be handled in a similar manner. The two modeled systems WWSM & MROM are to be electrically connected via the DC ties. 4. The vendors proposed product must interface Westerns Regional Offices and existing Regional DTS systems, or if no existing Regional DTS, then suggest necessary equipment and interface to do so. The current systems in use are from AREVA T&D, GE Harris, and a PC-based system. For Westerns electric power system operators, interfaces shall mimic, and emulate what is currently used in their respective Region. 1. Proposed systems must comply: With all applicable North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) Standards and Requirements. 2. Allow for updates to model, displays, etc. with low to moderate difficulty. 3. Allow capacity and capability for growth of power system, new regulatory requirements, etc. 4.
