Description
Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA) intends to issue a Request for Proposal (RFP) for a firm fixed-price contract for the Construction of JP-5 Fuel Transfer Line and Replacement of JP-5 Fuel Storage Tanks at the Naval Support Activity (NSA) Souda Bay, Chania, Crete, Greece. The anticipated requirement will be issued under Solicitation N33191-10-R-0214. The work includes providing all labor, management, supervision, tools, materials, utilities, and equipment necessary to provide the following construction projects in accordance with the drawings and specifications: CLIN 0001 ? CONSTRUCT JP-5 FUEL TRANSFER LINE Price for providing all labor, management, supervision, tools, materials, utilities, and equipment necessary for the Construction of JP-5 Transfer Line in accordance with drawings and specifications, as described in Specification Section 011112. This work involves installing approximately 6 kilometers of 150 mm (6") diameter welded carbon steel fuel pipeline from the NATO Marathi Fuel Depot to the POL Storage Facility at NSA Souda Bay. CLIN 0002 ? REPLACE JP-5 STORAGE TANKS Price for providing all labor, management, supervision, tools, materials, utilities, and equipment necessary for to Replace JP-5 Fuel Storage Tanks in accordance with drawings and specifications, as described in Specification Section 011100. This work involves the construction of two 1,900,000 liter steel-lined concrete cut and cover tanks with pumps and filtration. CLIN 0003 (OPTION) ? PROVIDE AUTOMATED GAUGE TANK (ATG) Price for providing all labor, management, supervision, tools, materials, utilities, and equipment necessary for the installation of the ATG system for the storage tanks described in Specification Section 335613. CLIN 0004 (OPTION) ? PROVIDE LEAK DETECTION SYSTEM Price for providing all labor, management, supervision, tools, materials, utilities, and equipment necessary for the installation of the leak detection system for the storage tanks and pipeline, as described in Specification Section 335243. Offerors need to be eligible to perform at the Naval Support Activity (NSA) Souda Bay, Crete, Greece. The Government will award one firm-fixed price construction contract. The anticipated contract will be structured with two (2) Contract Line Items (CLINs) and two (2) Option CLINs. The magnitude of this project using the price ranges, outlined in DFARS 236.204(ii), is between $25,000,000 and $100,000,000. The requirement will be solicited as a Request for Proposal (RFP) using competitive negotiation procedures under FAR Part 15. The Government will advertise this solicitation and all notices/amendments related to this solicitation on the European Navy Electronic Commerce Online (EuroNECO) website at https://euro.neco.navy.mil and Federal Business Opportunities (FEDBIZOPPS) at www.fbo.gov. The solicitation is expected to be advertised on or about 01 May 2010. Proposals are expected to be due on1 June, 2010 at 1400 hrs Central European Time (CET). All dates are tentative and are subject to change. All interested firms must register on the EuroNECO and FEDBIZOPPS websites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. Registration for this solicitation is recommended. It is the responsibility of the proposer to check the website daily for any updates/amendments. NOTE: Prospective offerors will have access to the solicitation at the EuroNECO Web Site located at https://euro.neco.navy.mil searching by solicitation number N3319110R0214 (no hyphens). All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract.
