Description
This procurement is an Indefinite Delivery, Indefinite Quantity(IDIQ), Design-Build, Roofing, Multiple Award Construction Contract (MACC). For this acquisition, competition will be limited to 8(a) Firms located within the geographic boundaries of the Illinois District Offices which have been assigned NAICS Code 238160 among those approved for 8(a) participation. All other firms are deemed ineligible to submit offers.The work includes all labor, material, transportation, equipment and supervision required for the design and construction for various roofs such as flat roofs, metal roofs and built-up roofs. Work also includes all incidental and miscellaneous work associated with roofing. This will be a 2-Phase Procurement. This project also includes a seed project for Building 238 at Great Lakes, Illinois which will be awarded in Phase II. The work for the Seed Project includes the removal of the existing Ethylene Propylene Diene Monomer (EPDM) and built-up roofing system, wood blocking, flashing, counter flashing, drain rings, strainers, expansion joints and insulation completed down to the metal deck. The estimated Period of Performance is Base Year (365 days), Option Year 1: 365 Days, Option Year 2: 365 days, Option Year 3: 365 days and Option Year 4: 365 days. The estimated Period of Performance for the Seed Project is 90 days from the date of the contract Award. The NAICs Code for this procurement is 238160 and the annual size standard is $14 Million per year. The anticipated task order range is between $100,000 and $2,000,000. However, there may be a few task orders which are valued under a $100,000. The anticipated contract value is not to exceed $15,000,000. Only the Base Year of the contract will offer the minimum guarantee. This contract will be performed at, or near, Naval Station Great Lakes, IL 60088. The location will be limited to 100 miles from Great Lakes, Illinois. The use of these contracts will be limited to NAVFAC Midwest Acquisition Departments where work can be performed within the 100 mile requirement. This contract will replace contract numbers N40083-05-D-4811, 4812, 4813 and N40083-09-D-3024 for similar services. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ around the week of April 26, 2010. This requirement is time sensitive. Proposers will be evaluated using two(2)-phase request for proposal procedures based on Best Value to the Government, price and other non-price factors considered. Phase I will be the pre-qualification phase. For Phase I, offerors will be evaluated on the following factors: Factor 1 - Corporate Experience and Qualifications, Factor 2 - Past Performance, Subfactor 2a - Representations and Certifications, Subfactor 2b- Teaming Arrangements and Factor 3 - Safety. In Phase 2, the selected Phase I offerors, no more than 6, will submit Technical and Price Proposals separately. Offerors in Phase 2 will be evaluated on the following Technical Factors: Factor 1 - Project Approach and Methods of Construction - Design of Roof, Factor 2 - Schedule and Site layout, Factor 3 - Safety and Factor 4 - Price. Offerors shall submit with their offer a bid bonding capability in the amount of $3,000,000 or 20% of the total price for the seed project, whichever amount is less. The best value offeror will receive a contract and the first Task Order for the seed project. Up to three successful awardees will receive a Design build MACC that will include a minimum guarantee of $10,000 each.
