- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes only as defined in FAR 15.201(e) to obtain information about pricing, delivery, and other market information or capabilities – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Naval Air Warfare Center, in support of the Counter Narcoterrorism Technology Program Office, is seeking information for its Global Discovery Maritime Patrol Aircraft (GD MPA) program. A summary of anticipated requirements for the contractor to provide to the Government follows: Two (2) Contractor owned /Contractor operated (CO/CO) manned aircraft and have the capability of providing 8 hours of total flight time per mission. The aircraft has to be able to carry pilots and sensor operators/host nation riders. The nominal mission flight profile is to fly out 200 nautical miles, perform 6 hours of maritime patrol and return 200 nautical miles to base. A sensor package shall be provided capable of 360 degree detecting and tracking Panga or equivalent type boats 15ft. or larger, go-fasts and SPSS, in sea state 4, day/night all-weather. Sensor determination of a target’s length and classification. The sensor package shall be capable of determining a target’s position, course, and speed. Also, identification (while maintaining maximum standoff distance to avoid counter-detection) to include: target name, flag state, and registration number (EO/IR). Nearly continuous tracking of high interest targets within designated search area. Capable of continuous relay of target data via data link. Radio links SATCOM, HF, VHF (air and Marine bands), and UHF. Detect aircraft. Ability to take-off and land at all current Forward operating locations on improved runways. Desired sensor capabilities: SAR/GMTI with SAR at 8 foot resolution or better and GMTI of 10 knots minimum detectable velocity or less, ISAR, PGL/DF, EO/IR, and AIS. The SA/GMTI mode would be employed over land at standoff ranges in accordance with international agreements. The Government anticipates an operational program of 3000 flight hours per year for two aircraft. This aircraft shall be fully integrated, configured and tested. Any mission software developed or provided shall become property of the Government down to the source code level. Sensor data shall be interoperable with the Distributed Common Ground System (DCGS) Integration Backbone (DIB). The Government desires an open architecture for the design of the package. The Government desires this prototype aircraft system to be operational within a maximum of two years and deployed for operational experimentation for a minimum of three years. The aircraft shall be capable of all weather day and night operations. The aircraft will be operated and maintained to FAA standards, and the offeror will be required to provide proof at time of solicitation. All Contractor procured surveillance systems, communications suites, and electrical power components listed and provided as part of any resultant contract performance shall become the property of the Government. The aircraft will remain the property of the Contractor. The submittal in response to this RFI should be provided on standard letter size 8-1/2 by 11 inch paper, limited to a maximum of 30 single sided, double-spaced pages. The font for text should be Times New Roman 12-point or larger. The Responder may use oversize pages (including “foldouts”) where appropriate to contain graphic presentations. Oversize pages do not count as extra pages within the page limitations. Submitted responses should be in Microsoft Word or Adobe Acrobat format. Existing commercial documentation and product literature can also be submitted and is not subject to a page limitation. Responses are preferred in the following format: TITLE: Global Discovery Maritime Patrol Aircraft. SUBMITTER INFORMATION: Responses should include the company name, location and title of planned facility, where all integration, configuration and testing will be conducted, telephone number, and mail and e-mail addresses of a point of contact having authority and knowledge to discuss the submission. INDUSTRY CAPABILITIES: This section describes industry’s current and expected capability to procure integration, configuration and testing the required items on both aircraft. RECOMMENDED CONTRACTING STRATEGY: Overall contracting approach. PROJECT CONCEPT: Government is interested in industry to provide aircraft definition, mission system architecture, and concept of operation. Responses are due no later than 29 April 2010, 16:00 EST. Responses shall be submitted via e-mail only to Barbara Petrzilka, the contracting officer, at barbara.petrzilka@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. NO CLASSIFIED INFORMATION shall be submitted in response to this RFI. NAVAIR representatives intend to hold an Industry day at Naval Air Warfare Center, Patuxent River, MD on May 4, 2010. Additional information regarding this Industry Day will be posted to FedBizOpps and also at the NAVAIR homepage located at http://www.navair.navy.mil/doing_business/open_solicitations/. Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer. Questions will be answered by posting answers to the NAVAIR homepage cited above, and should not be submitted containing any proprietary information. A responder may request clarification or submit technical questions regarding this RFI in writing for any requirement that is unclear by sending an e-mail to the Contracting Officer. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide capabilities to the GD MPA Program. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned, but will be handled in accordance with applicable proprietary markings.
