Description
ABS Solicitation Attachment This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-10-Q-ADB033 and is being issued as a Request for Quotation (RFQ). Additional information regarding this RFQ is found in the attachment to this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. The United States Coast Guard (USCG) intends to award a sole source, firm fixed-price (FFP) contract to American Bureau of Shipping (ABS), 1421 Prince Street, Suite 100, Alexandria, VA 22314-2805, in accordance with FAR 6.302-1, only one responsible source and no supplies or services will satisfy agency requirements. In accordance with U.S. Code under Title 46, subtitle II, Part B, Chapter 33, ABS is the statutorily recognized agent for classifying vessels owned by the U.S. Government. The U.S. Coast Guard intends to have ABS classify the Offshore Patrol Cutter (OPC). ABS shall provide reviews for NVR tailoring and compliance during the requirements development phase of the OPC in accordance with the Statement of Work. Firms believing that they have the capability to perform this work notwithstanding the above referenced statute, shall submit a capability statement which clearly articulates why the statute is not applicable, as well as a demonstration of the company's performance of this type of work for other U.S. Government vessel owners. This combined synopsis/solicitation is not a request for competitive quotes, however, all capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
