- Solicitation Number: FA8615-10-R-6048 Notice Type: Presolicitation Synopsis: Light Air Support (LAS) Aircraft INTRODUCTION: The Air Force is planning to acquire a Light Air Support (LAS) aircraft for use by the Afghanistan National Army Air Corps (ANAAC) and other future customers. The fixed-wing platform will be used for conducting advanced flight training, aerial reconnaissance and light attack operations. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). Aeronautical Systems Center (ASC) previously conducted a market research assessment of production-ready, weapons-certified, fixed-wing platforms available for a cost-effective acquisition program. The responses received by ASC to the October 30, 2009, Sources Sought Synopsis, FA8615-10-R-ZZ01, for the ANAAC Advanced Flight Trainer / Light Attack Aircraft (AFT/LAA) assisted in determining the planned acquisition strategy for the LAS aircraft. ACQUISITION STRATEGY: This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented. ASC is planning for a draft RFP to be released and posted to Federal Business Opportunities (FedBizOpps, accessible at https://www.fbo.gov) by 28 May 2010. After it is released, potential offerors will have ten (10) working days to provide written comments and questions to the Contracting Officer. All comments and questions will be considered in development of the final RFP. Once the final RFP is released, offerors will have 45 or 60 days to provide proposals for a full and open competitive source selection evaluation. The Air Force anticipates evaluating proposals using a tradeoff process considering mission capability, risk, past performance, and price. The tradeoff will be conducted as described in Air Force FAR Supplement (AFFARS) 5315.3, available at: http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/af_afmc/affars/5315.htm The LAS program is anticipating awarding a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with an estimated five (5) year ordering period. For planning purposes, ASC currently anticipates six (6) aircraft, with options for approximately fourteen (14) additional aircraft for use by ANAAC. Additional orders may be awarded based on future customer requirements that are within the technical and contractual scope of the LAS aircraft contract. BACKGROUND AND REQUIREMENTS: LAS aircraft must be a non-developmental item (NDI) that is production-ready. No development or testing funds are available. The aircraft, as proposed, must be capable of USAF military certification. Time required for certification will need to be factored into production and delivery schedules. The LAS aircraft will be a single-engine, turbo-prop, tandem- and ejection-seat cockpit, pressurized aircraft with retractable, tricycle gear capable of operations from austere airfields with semi-improved (dirt, grass, gravel) landing surfaces. Additional aircraft technical requirements remain the same as stated in the October 30, 2009, Sources Sought Synopsis, FA8615-10-R-ZZ01, for the ANAAC Advanced Flight Trainer / Light Attack Aircraft (AFT/LAA). The RFP will also specify requirements for on-site aircraft logistics support, maintenance, and air advisor (USAF or NATO pilots) training. Aircrew training devices (computer-based training, part-task trainers and Flight Training Devices (FTDs) with visual displays but motion not required) will also be specified for delivery. ADDITIONAL INFORMATION: Written comments and questions responding to this synopsis are also welcome, and may, in this instance, be directed either to the Contracting Officer or Contract Specialist, both identified below. All information received in response to this presolicitation that is properly marked as "proprietary" will be handled accordingly. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition strategy. All members of the team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. Comments and questions will be answered to the maximum reasonable extent, and will be posted, together with the Government's responses, on FedBizOpps. As mentioned above, this is not an IFB or RFP. It is not a solicitation of any kind. It is not intended to be the basis of any award. It is for planning and informational purposes only. The Government is not bound by it. No proposals or promotional materials should be prepared or submitted in its response. They will not be considered, their costs will not be reimbursed, and they will not be returned.
