- CONTRACT WRITING SYSTEM Purpose The purpose of this Request for Information (RFI) is for market research to survey the commercial marketplace for potential alternate web-based COTS solutions to replace the Bureau of the Public Debt's (BPD's) current contract writing system. Background Since 1996, BPD's Administrative Resource Center (ARC) has provided a full range of administrative services for various Federal agencies. ARC's services include: • Financial Management • Internet-based procurement • Travel services • Information Technology • Human Resources Management • Investment Portfolio Management A member of the Treasury Franchise Fund, ARC is an OMB-approved "Center of Excellence for Financial Management" and, in partnership with Treasury's HR Connect Program Office, one of five designated Human Resource Line of Business Shared Service Centers. The system being sought will support ARC in providing procurement services to both Treasury and non-Treasury franchise customers, some of which are full service and some are platform. The current system provides for different instances for standard federal procurement and manufacturing. Requirement BPD is evaluating current automated contract writing capabilities and considering alternate systems for future deployment. The focus is to take advantage of advancements in technology while benefiting from competitive industry trends. The overall goal is to deploy a system that is designed on, and embeds, the latest technology and provides user satisfaction while elevating the proficiency of mission accomplishments. In addition, the ideal system will be designed to accommodate technology infusion in a seamless and cost effective manner. BPD currently utilizes Compusearch Software Systems' PRISM v6.3 contract management system. This system has been in place since 2003 and is interfaced with Oracle On-Demand E-Business Suite. Basic system needs are as follows: • Support the needs of the full acquisition lifecycle from purchase request to solicitation/amendments; contract award and modification; issuing delivery orders and modifications; contract administration, simplified acquisitions and contract closeout; • Real-time Interface with Oracle On-Demand E-Business Suite 11.5.10 and above; • Interface with Federal Data Procurement System-Next Generation (FPDS-NG); • Have the capability to perform centralized collection and reporting of accurate and timely contract and financial data by contract line item and sub- line items with multiple appropriations; • Be fully capable of supporting thousands of users at approximately 100 sites; • Web-based audit trail authority levels; • Document storage; and • Support complex/hybrid contract types, complex funding and pricing arrangements and large numbers of contract modifications. Respondents are encouraged to provide product information and offer approaches that merit further consideration. Interested parties should provide a capabilities package to include: • The name and location of your company and contact information. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. • Product descriptions/specifications that fully describe operational functionality and infrastructure requirements, to include concepts for deployment and training; and • Prior/current experience providing contract writing systems to federal agencies within the last three years, including contract number, organization supported, whether performance was as a prime or subcontractor, total contract value and a Government point of contact with current telephone number and email address. All responses will be evaluated for merit and technical feasibility. Additional information or demos may be requested to support an ongoing requirement analysis which will incorporate findings and recommendations for a cost effective, user-friendly and highly-productive system. All questions, inquiries and responses must be in writing. Telephone inquiries will not be accepted. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised their response is not a submission that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this sources sought notice. Responses to this request must be submitted no later than 2:00 p.m. ET on May 31, 2010. The following file extensions are not allowable, and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files.
