- FASS Performance Spec, October 2008 This is a sources sought synopsis announcement for market research in support of the procurement of aircrew seats for the E-6 Mercury aircraft. The purpose of this sources sought synopsis is for preliminary planning purposes only. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. No contract shall be awarded from this market research. It is anticipated that this proposed project will be a Firm Fixed Price contract. The procurement is for 201 to 300 mission aircrew seats which meet the USAF Type II Fixed Aircrew Seat Standardization (FASS) configuration #5a specifications (77th Aeronautical Systems Group [AFMC] Brooks City-Base HSW-YAPA-02-FASSII/PS0001-REV I dtd 10 Oct 2008. In addition to the FASS performance specification, the seats must conform to all E-6 aircraft mission aircrew positions including positions which require 45-degree swivel detents (in addition to FASS para 3.5.7.5, the seats must have four additional detents to allow for locking positions at the 45-, 135-, 225-, and 315-degree positions). NAVAIR will not duplicate FASS para 4.6 testing, but will require verification that FASS para 4.6 testing has previously been completed (FASS para 4.7 does apply). NAVAIR will perform fit checks to ensure seats conform with all E-6 mission aircrew positions. Interested businesses should submit a brief capabilities statement package (no more than 3 pages) demonstrating ability to provide the products listed in this synopsis. Businesses should include proof of FASS compliance or their plan to gain FASS compliance by Sep 2010. This announcement is NOT a Request for Proposal, nor shall the Government pay for any information/items submitted in response to this synopsis. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft and/or solicitation is released, it will be synopsized on the Federal Business Opportunities website located at http://www.fbo.gov. It is the potential offerors responsibility to monitor these sites for the release of any follow-on information. No phone or e-mail solicitations with the regard to the status of the RFP will be accepted prior to release. This synopsis is for market research only. The applicable NAICS code for this requirement is 336413. Companies shall submit responses to this synopsis by mail to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, ATTN: Meghan E. Huett, Contract Specialist, 21983 Bundy Road, Building 442, Patuxent River, MD 20670-1547. One hard copy and two soft copy CD-ROM responses shall be received at this office no later than 12:00 p.m. Eastern Time on 26 April 2010 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Due to the heightened security requirements, ADDITIONAL MAILING TIME may be required for receipt of responses. Information and materials submitted in response to this request WILL NOT be returned. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Proprietary information MUST be marked as such, on a page-by-page basis. Classified material SHALL NOT be submitted. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address. In addition to the written responses, the Government may conduct optional oral presentations with the respondents to this synopsis. If held, presentations will be scheduled individually at an appropriate time.
