Description
The Federal Bureau of Investigation (FBI) intends to award a firm fixed-price, contract with a base year and three (3) 1-year option periods on a sole-source basis to Thermo Electron North America, 5225 Verona Road, Madison, WI 53711, under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or service will satisfy agency needs. The FBI intends to procure a (1) year essential support plan for one (1) LTQ Linear Quadrupole Ion Trap Mass Spectrometer and one (1) Gas Chromatograph Mass Spectrometer system, to include a Trace DSQ and a Trace Gas Chromatograph (GC). Vendor shall supply software updates and notifications, unlimited number of demand on-site service visits with a maximum 72-hour response, One (1) scheduled preventative maintenance visit, factory certified replacement parts. All engineer labor and travel included in the essential support plans. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, Thermo Electron is the sole provider of service agreements covering their products. This Notice of Intent is not a request for competitive proposals. However, interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by 10:00am on April 21, 2010. The capability statement must reference solicitation number 10-P-LDQ003231. The capability statement should be delivered to the FBI Laboratory, 2501 Investigation Parkway, Room 1252, Quantico, VA 22135, Attn: Christina R. Sims or by email to Christina.Sims@ic.fbi.gov. The Government will not pay for any information received. This contract will be awarded as a commercial item in accordance with FAR Parts 12 and 13. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a) and must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
