- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the U.S. Coast Guard (USCG) Shore Infrastructure Logistics Center (SILC) East, Norfolk, Virginia to identify HUBZONE, 8(A), SERVICE-DISABLED VETERAN-OWNED (SDVO), and/or, OTHER SMALL BUSINESS FIRMS capable of providing REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES at the U.S. COAST GUARD ACADEMY, NEW LONDON, CONNECTICUT, for a Base Year period of performance from 01 OCTOBER 2010 to 30 SEPTEMBER 2011 plus Nine Option Years of 12 months each, not to exceed 120 months, if exercised by the Government. The successful Contractor shall provide all labor, materials, supplies, equipment, tools, vehicles, transportation, management, supervision and other items and services necessary to perform the service requirements for REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES. The contractor shall provide containers for refuse and recyclable materials, and make regular, scheduled collections from each of the containers. The contractor shall dispose of refuse and deliver recyclable material to recyclers for processing. The contractor shall separate the disposal fees from the hauling/service fee, based on measured tonnage. Proceeds from recycling sales will be retained by the contractor. The contractor shall report all revenues from the sale of recyclable material in a monthly report. The historical container quantities, sizes, locations and frequency of collections WILL BE SPECIFIED IN THE SOLICITATION WHEN ISSUED. However, for the purpose of this Sources Sought, the following is a summary of the type and quantity of containers that have been utilized: 8 cubic yard (13 each); 6 cubic yard (2 each); 4 cubic yard (1 each); 30-yard cardboard compactor (1 each); and, 30-yard roll-off container (two each). With the exception of the cardboard compactor, the Academy utilizes a single stream recyclable system. Weight Requirements: For all refuse, recyclable materials, yard waste, food waste and bulk waste, the contractor shall provide WEIGHT TICKETS to support net weight calculations for EVERY scheduled and unscheduled collection. Licenses/Permits: All required licenses and/or permits required for the state of Connecticut must be identified with the response to the Sources Sought along with any other pertinent information, such as dumping and landfill sites, recycling centers, etc. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Upon completion of the Market Research, this requirement will be synopsized on the single Governmentwide Point of Entry (GPE), FEDBIZOPPS (FBO), which may be accessed via the Internet at www.fedbizopps.gov or www.fbo.gov. When a solicitation is issued, the solicitation will appear on the FEDBIZOPPS Web site. It is the potential offeror's responsibility to monitor this avenue for release of any future synopsis or solicitation. The applicable North American Industry Classification Standard (NAICS) Code is 562111 (Solid Waste Collection) with a Small Business Size Standard of $12.5 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in SBA’s Small Business Size Regulations, http://www.sba.gov/regulations/121/. Vendors having the skills and capabilities necessary to perform stated requirement are invited to provide information to contribute to this market research/sources sought notice, including commercial market information and company information, via e-mail to the Contract Specialist, Maria L. Negron, via e-mail at Maria.L.Negron@uscg.mil or via facsimile at 757-628-4135, no later than MONDAY, 26 APRIL 2010, referencing the following number: SS-AA1355. Responses should include the following information: Company Name and Address, Point of Contact with Phone Number and E-Mail Address; Business Size (small, veteran-owned small business, service-disabled small business, HUBZone, 8(a), Small Disadvantaged business, woman-owned, or large business); applicable Small Business Certification such as HUBZone/8(A) Certification/Status; corporation affiliations; and, potential joint venture partners, teaming partners and major subcontractors. In addition, Past Performance Information and a Capability Statement shall be submitted. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Competition and set-aside decisions may be based on the results of this market research. Interested parties must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) as prescribed in FAR Clause 52.232-33. This NOTICE is for MARKET RESEARCH PURPOSES ONLY and does not constitute a Request for Quote or Request for Proposal. This notice is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a HUBZONE, SDVO, 8(a), small business, or any other set aside arrangement as deemed appropriate for this procurement.
