Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 13.106 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the Request for Proposal (RFP) for the required item under Solicitation N62583-10-R-0368, INSPECTION OF COMBUSTION TURBINES IN GUAM. Contractor to perform detailed reliability review and analysis of the current condition of the combustion turbines owned by Guam Power Authority (GPA) as per the attached statement of work. CLIN 0001: FFP - Contractor to provide all labor, materials, tools, transportation, supervision and management to inspect the combustion turbines (Dededo Unit 1 and 2, Macheche, Yigo, and Marbo) in Guam and provide all required deliverables as per attached statement of work. Final deliverables shall be completed 23 June 2010. A subsequent solicitation document will not be issued. The solicitation is unrestricted. The North American Industry Classification System (NAICS) code is H328 and the size standard is 100 employees. A firm fixed price contract is anticipated. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer, conforming to the solicitation, will be the most advantageous BEST VALUE to the Government, price and other factors considered. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) Past Performance to include projects consistent with the scope as described in the attached statement of work that the firm has completed for Government agencies and/or private industry on projects of similar size and complexity with respect to quality of work and compliance with specifications and p! erformance schedules. Past performance references to include contract numbers, points of contact with telephone numbers. References should be no later than five (5) years. (b) Specialized Experience and technical capabilities - Contractor to demonstrate knowledge and experience working with Nouvo Pignone (General Electric) MS5001, General Electric Aeroderivative LM2500, Fiat/Avio Westinghouse TG-16 or similar combustion turbines with capacity ranging from 16MW to 25MW or higher; experience with combustion turbine inspection, overhaul and repair; availability of proper inspection test equipment; (c) Contractor must meet the required completion of 23 June 2010; (d) Price. Past Performance, Technical Capability, and Schedule when combined are of greater importance than Price.This solicitation incorporates FAR 52.212-1, 52.212-3, 52.212-4, 52.212.5, 5252.232-9301 INVOICING PROCEDURES ELECTRONIC (NAVFAC October 2008); and 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS (MAR 2008). The deadline for receipt of offers is 26 April 2010 at 1200 PST. Electronic offers via e-mail are authorized and shall be submitted to magdalena.evangelist@navy.mil and megan.ault@navy.mil prior to the above deadline. Please identify the above solicitation number in the e-mail subject line. All information must be included in your proposal (cover letter, pricing for CLIN 0001, and no more than 10 pages addressing the evaluation criteria above). The Contract Specialist must receive any and all questions concerning the RFP no later than 3 business days before the response date of this solicitation. Offers and inquiries may be submitted via electronic mail to magdalena.evangelist@navy.mil and megan.ault@navy.mil. Contract award is anticipated on or before 7 May 2009. Notification of any changes (amendments) to the solicitation will be made only on the internet. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the Central contractor Registration (CCR) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the Unit! ed States. Lack of registration in the CCR database will make a vendor ineligible for award.
