- Justification for other than full and open competition. The U.S. Department of State, Office of Acquisitions Management, is conducting this acquisition on behalf of the Bureau of Resource Management, Global Financial Services - Charleston (RM/GFSC). The Government intends to award a noncompetitive purchase order using commercial item acquisition procedures authorized by FAR Parts 12 and 13 to iDoxSolutions, Inc. (iDox), located at 7910 Woodmont Avenue, Bethesda, MD. The required services are for the design and implementation of additional Document Imaging and Workflow Solutions at various Post Support Units (PSUs) located both domestically and overseas. The total estimated dollar value of this purchase order, including four possible option years, is approximately $800,000. Justification for other than full and open competition is that the new Document Imaging Systems (DIS) databases will become part of existing DIS servers that were developed and implemented by iDox as Oracle Enterprise software platforms, utilizing several software applications. These include Kofax Ascent Capture/VRS, Viking Software DocWise, Northrop Grumman E-Power, and Global 360 Imaging for Windows. Licenses and maintenance for the existing DocWise and E-Power software applications in use are proprietary to iDox through contractual relationships with the manufacturers of these applications. Attached is a copy of the Justification for Other Than Full and Open Competition. This notice is not a request for proposals; this acquisition will be processed using the authority in FAR 13.106-1(b). Attached is a copy of the justification for using other than full and open competition. Information received will be considered solely for the purpose of evaluating the proposed procurement strategy. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Responses must be submitted electronically, via email, to LindquistRA@state.gov by 4:00 p.m. EST on April 21, 2010. Responses must address the contractor's experience in performing the required services, as well as a detailed narrative of how the contractor would be able to provide the required services in light of the background information provided.
