Description

RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for Solar Power Installation on the headquarters site at the Ohio River Islands National Wildlife Refuge, Wood County, Williamstown, West Virginia. Work on this project shall include: Providing a complete photo-voltaic electricity generating system including solar panels, adjustable support frames, foundations with mounting posts, underground conduit bank, power inverters, monitoring equipment, controls, LCD display and all wiring and electrical devices necessary to tie into exisiting electrical system. There is a 120 day performance period for this project. The estimated magnitude for the project is between $100,000 and $250,000. This procurement is unrestricted. The NAICS code is 237130. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and, 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list one (1) base offer item and two (2) additive items. Awarded line items willl be made based on availability of funds. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about April 28, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., May 26, 2010.
