ALL INTERESTED PARTIES ARE ENCOURAGED TO READ THIS ENTIRE POSTING. THIS ANNOUNCEMENT IS ISSUED SOLELY FOR INFORMATION AND PROGRAM PLANNING PURPOSES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. ANY INFORMATION PROVIDED DOES NOT CONSTITUTE A PROPOSAL, BUT WILL BE CONSIDERED AN EXCHANGE OF CAPABILITIES AND IDEAS. THE GOVERNMENT WILL NOT REIMBURSE INTERESTED SOURCES OR RESPONDERS TO THIS NOTICE OR DOCUMENTS POSTED UNDER THIS ANNOUNCEMENT, FOR ANY COSTS INCURRED IN RESPONDING, OR FOR SUBSEQUENT EXCHANGES OF INFORMATION. It is the intent of the US Army Contracting Command, CECOM Contracting Center Washington office to issue a Broad Agency Announcement (BAA) under the provisions of Federal Acquisition Regulations (FAR) paragraph 6.102(d)(2) and 35.016 on behalf of the United States Army Communications, Electronics, Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD). This NVESD effort is in support of the Focal Plane Array (FPA) Initiative to solicit proposals for the Vital Infrared Sensor Technology Acceleration (VISTA) program searching for innovative approaches for infrared focal plane arrays to enhance sensor capabilities. The primary focus of the program is in III-V epitaxial materials research such as superlattice (SL) and nBn structures for advanced infrared FPAs with large-formats and reduced pixel size that are capable of mid- wavelength / long-wavelength infrared (MWIR/LWIR) detection. In addition, the program will also investigate novel analog and all digital-in-the-pixel approaches for advanced read-out integrated circuits (ROICs) required to demonstrate large-format, reduced pixel size infrared FPAs. This is a two-phase program. The period for phase I is 3 years and the period for phase II is 2 years. The BAA will address Phase I only. Industry is encouraged to provide feedback on the availability of products and services that meet the requirements outlined the draft BAA and the Industry Day. The Draft BAA includes more details on innovations being sought and is available on the Interactive Business Opportunities Page at https://abop.monmouth.army.mil under CECOM-BAAs W909MY-10-R-0006. An Industry Day will be held at the Hilton located in Springfield, VA, on Thursday, 29 April 2010 with a general session for all participants followed by individual-company sessions. An additional day, 30 April 2010, has been scheduled in the event that more time is necessary to accommodate a heavy volume of participants. The purpose of this event is to facilitate exchange between the Government and Industry on the VISTA program and requirements. Comments and questions on the VISTA BAA will be sought from industry. The purpose of the individual sessions is to provide a forum for industry representatives to discuss or brief Government personnel on their capabilities and enable the Government to receive information about industry research efforts and technology advances. Time with individual industry representatives will be scheduled in advance with the Contracting Officer and is limited to one 1-hour session. Industry may request a one-one-session by checking the radio button on the electronic registration tool or by contacting CCCE-W by email. Attendance at Industry Day is voluntary and is not required to submit a proposal. The Government will not reimburse participants for any costs incurred for this event. Only those eligible to submit proposals may participate; foreign persons, as defined by the U.S. Department of State, under Title 22, Foreign Relations, Section 120.16, may not attend Industry Day. All information and discussions that take place at the Industry Day will be done at the unclassified level. Questions will be addressed during the event, however the Government may not respond to all specific questions or comments submitted in response to this announcement or information provided as a result of this announcement. The briefing slides and any additional information associated with the Industry Day will be posted to the IBOP after the VISTA Industry Day. It is mandatory to register for the VISTA Industry Day.
