- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0428 on or about April 27, 2010, for the RECOVERY Whistle Stop Placer River Trail Bridge & Access project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 27, 2010 to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. This project is for the construction of the Placer River Trail Bridge and trail approaches. The intent of the contract is to provide for the complete design and construction of the project described in the contract. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the investigation, design, fabrication, and construction of the project within limits of acceptable engineering practice with the drawings and specifications, and in accordance with the provisions of the contract. The Government estimate is between $500,000 and $1,000,000. PROJECT LOCATION. The project is located at the Spencer Whistle Stop along the Alaska Railroad between Portage and Moose Pass, Alaska. Approximate latitude and longitude at the east abutment of the trail bridge are 60° 41’50”N and 149° 03’ 08” W. The nearest full service city is Anchorage, Alaska. From Anchorage, it is approximately 40 miles by paved two lane highway to Portage. From Portage, it is approximately 10 miles by railroad to the Spencer Whistle Stop. The Spencer Whistle Stop includes a development with 2 shelters and a toilet near the railroad tracks on the east side of the railroad bridge over the Placer River. From this development, the bridge site is located approximately one half mile away along a gravel trail. PARTICIPATION. This project is being issued under the Small Business Competitiveness Demonstration Program (FAR 19.10) which allows for Full and Open Competition. FOR MORE INFORMATION.
