Description
All responsible sources may submit an offer/quote which shall be considered. The subject requirement is for acquisition of (1) NSN: 4730-01-223-0911, which is a Coupling half, Quick Disconnect, which is used on a Sikorsky helicopter.. This proposed procurement includes items within the Federal Supply Class 4730. This is an unrestricted buy. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 10 days of this notice. The scope of this contract includes the acquisition of one (1) approved source TRANSDIGM INC (79326) P/N 6000S14K12. The AMC Code is 3/C and implies that the Government does not own the data or rights to the data to procure this NSN from another source for full and open competition. Specifications, plans and drawings are not available.” Other than full and open Competition,” applies. This an “Unrestricted” procurement. The “unit of issue” is “EA”. The delivery for this acquisition will be on an “FOB” bases. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, and past performance and other evaluation factors as described in the solicitation. The delivery is 120 days. The quantity is 69. The solicitation will be available in FedBizOpps on its issue date of 04/21/10. This procurement includes 100% options. All offers shall be in the English language and in U.S. dollars. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
