- Arcata Associates, Inc. has a requirement for one (1) each Wideband SystemsDRS3100E-144GB-100-8A/8D/2V, one (1) each Control PC - WSI-1UPC-01, four (4) each Cables- DRS-4PCMCABLE and one (1) Spare Disk Bank - DRS3100DISKBANK-300GB.Arcata Associates, Inc. intends to purchase the items from Wideband Systems, Inc. at 2409Linden Lane, Silver Spring, Maryland 20910. Wideband Systems is the only responsiblesource which is capable of satisfying the WATR's unique need for the following reasons: a.Wideband systems designed, built, and extensively tested the recorder specified.Wideband systems possesses the detailed knowledge for all aspects of the recordingprotocol, which is unavailable to another firm. Wideband systems owns the unique detaileddesign drawings and has personnel with the knowledge and history to accuratelycharacterize the recording system. The personnel and drawings are of critical assistancein troubleshooting problems and proposing solutions to problems as they arise.Theoriginal design and modification drawings are proprietary to Wideband systems and thusunavailable to any other company. b.Wideband systems, as the sole producer of the data recorder specified has theunique tooling, facilities, data and engineering support organization required to producethis unique recording system. Due to the proprietary nature of the intellectualproperty, Wideband systems is the only firm that can provide these required services andmaterials. c.Schedule risk and cost will be significantly reduced through the utilization ofequipment identical to that currently used by the WATR. The time and cost of a detailedtechnical analysis of the capabilities provided by the Wideband recorder will be avoided. The time and cost of the development of a very precise specification based on thetechnical analysis will be avoided. The time and cost of a comparison of thesecapabilities to alternate potential solutions will also be avoided.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 4/28/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
