- CATALOGING ASSISTANCE for ENGLISH, FRENCH, GERMAN, ITALIAN, and SPANISH LANGUAGE SERIALS ON MICROFILM General Information Document Type: Combined Synopsis/Solicitation Solicitation Number: RFQ-NLM-10-104-SV Posted Date: April 9, 2010 Response Date: April 19, 2010 Classification Code: R - Professional, Administrative and Management Support NAICS Code: 519120 - Libraries and Archives Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Library of Medicine, 8600 Rockville Pike, Bethesda, MD, 20894 Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-10-104-SV. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition IS a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120, Libraries and Archives Services. The National Library of Medicine (NLM) is mandated to catalog its serials and to make this cataloging available to the biomedical library community in NLM Locatorplus, NLM's online public access catalog and the NLM Catalog under Entrez, both available via the Internet. NLM is also responsible for distributing the bibliographic records to other bibliographic utilities and library service agencies. As a CONSER participant, NLM shares in the cooperative cataloging and updating of serial records on the OCLC WorldCAT (OCLC) database. NLM has an inventory of over 290 serials titles in English, French, German, Italian, and Spanish on preservation microfilm in the General Collection. The vendor shall perform the following activities: It is the intent of the National Library of Medicine to procure professional services for: a) searching an outside bibliographic source (i.e., the OCLC WorldCAT) a minimum of 100 titles and a maximum of 175 serial titles in English, French, German, Italian, and Spanish; b) providing copy cataloging records for approximately 40-70 serial titles in the above languages where copy is available in the OCLC WorldCAT; and c) providing original CONSER Standard level serial cataloging records for approximately 60-105 English language serial titles for cases where no OCLC copy is found. The services will include applying the latest update of the Anglo-American Cataloging Rules, (AACR2), the Library of Congress Rule Interpretations (LCRIs), and the CONSER Standard Record Guidelines to the preparation of serials cataloging records, including descriptive cataloging and verification of name/series access points in the online authority file; assigning NLM Medical Subject Headings (MeSH) descriptors and transcribing class numbers for each serial. The purchase order period of performance will be for a 12-month Base Period of approximately May 3, 2010 through May 2, 2011, with one successive 12-month Option Period. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors - Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (October 2008). FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies with the following four evaluation criteria to be included in paragraph (a) of the provision: (1) Personnel (50%): MLS or comparable experience and experience in performing original cataloging of serials, applying the latest update of the American Cataloguing Rules (AACR2), the CONSER Editing Guide, and Library of Congress Rule Interpretations (LCRIs), preparing authority records for NACO using the same rules and rule interpretations, assigning subject headings and classification numbers. Offerors with knowledge of earlier cataloging rules (AACR1) and experience using NLM MeSH and NLM classification are highly desirable. (2) Technical Approach (20%): Offeror's understanding of the technical approach including tasks to be performed and methods that would be employed to ensure the desired level of quality control. (3) Past Performance (20%): Offerors are required to demonstrate its record for conforming to specifications of AACR2 level cataloging and adherence to delivery schedules, including those for administrative reporting. Offerors should illustrate its reputation for reasonable and cooperative behavior and commitment to customer satisfaction. References, with three to five names of persons with knowledge of offeror's past performance and their current telephone number within the last three to five years, should be provided in support of the offeror's past performance. (4) Corporate Experience (10%): Evidence of related corporate experience of similar complexity and difficultly should be provided. Evidence should be provided to support the proposed staffing levels for this project. An award will be made to the offeror who represents the best value to the Government whereby each of the four evaluation criteria when combined, are more important than price. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (February 2009), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February 2009), and the attached Statement of Work (SOW) apply to this acquisition, as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (October 2003). Sources having the ability to provide the professional services described above and in the attached SOW shall submit clear and comprehensive information supporting their experience, past performance and pricing.
