- Description: The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), Picatinny, NJ is seeking sources for the manufacture and delivery of 5.56mm, M995 Armor Piercing (AP) (AB33) and 7.62mm, M993 AP (AB34) Cartridges; and the other listed configurations as described in the specifications section of this notice. These cartridges shall provide enhanced penetration capabilities against lightly armored vehicles. The 5.56mm AP cartridges will be used in the M16A2 Rifle, M249 SAW machine gun, and the M4 Carbine. The 7.62mm, M993 will be used in the M240/M240B and the M24 Sniper Rifle. These items will be procured in accordance with the US Government performance specifications for the M995 and M993. Specifications: Only those sources with AP cartridge designs that fully conform to all the requirements of the Design Verification section of the performance specification(s) shall be considered for award. Interested sources without a previously verified design will be responsible to verify their cartridge design in accordance with the performance specification at their own expense. Upon completion of any design verification testing, the Government shall review the results and will determine if the design has met the requirements and if it was tested in compliance with the specification. Based on this evaluation, the government will determine if the design can be considered verified or not. Only those designs determined to be verified by the government will be eligible for award. In order to be eligible for award, all verification efforts shall be complete and results approved by the government prior to the close of any solicitation. The National Stock Number (NSN) for the 5.56mm AP Cartridges in the current commercial pack is 1305-01-546-6100 (AB33). The different configurations in which the M995 rounds will be linked and packaged with tracer cartridges will have the following NSNs: 1305-01-393-7050 (AA01); 1305-01-393-7052 (AA02); 1305-01-493-3632 (AA69); and 1305-01-533-565 (AB04). The National Stock Number (NSN) for the 7.62mm AP cartridges, in the commercial pack is 1305-01-546-6099 (AB34). For this contract the different configurations that the M993 rounds will be packaged are 1305-01-398-1449 (AA04); 1305-01-398-1450 (AA03); 1305-01-458-6825 (AA35); 1305-01-458-6823 (AA36); and 1305-01-458-6826 (AA34). For this procurement the contractor will be responsible for assembling the rounds into the final DODIC/NALC configuration to include the M856 tracer, ready for issue to the user. Copies of the M995 and M993 performance specification are available upon request (contact information is given below). Planned Acquisition: A five (5) year (FY11-FY15) Indefinite Delivery/Indefinite Quantity (ID/IQ) systems contract is contemplated for this effort. The estimated quantity for both the M995 and M993 is 0-10M each per Fiscal Year. Submission Information: All responsible interested sources are encouraged to submit their capabilities along with M995 and M993 verification status with regard to the above, no later than 30 days from the initial publication of this notice to: Commander, U.S. Army ATTN: Bradley Borek, Bldg. 10 Picatinny Arsenal, NJ 07806-5000 or at bradley.borek@us.army.mil. Please include company name, address, telephone number, and technical point of contact, brochures/literature. Firms interested in supplying the AP ammunition should adequately describe their experience in small caliber production and testing, systems contracting, demonstrated high rate production, annual production capacity, and verification status of their proposed design. Those sources not having previously verified designs should also submit a rough outline of their plans and schedule to verify their design and shall submit any backup data to support claims that their design will conform to the performance specification requirements. Those contractors interested in the system integrator aspect of this announcement shall provide all pertinent information related to the ability to execute the effort. Firms shall provide verification status of the AP ammunition cartridges that will be supplied under this contract. Past experience and abilities of the supplier of the identified tracer ammunition and links shall be demonstrated. In addition, the ability and past experience related to acting as a prime contractor to procure, assemble, package and ship the necessary components shall be provided.
