- This is a combined synopsis/solicitation for commerical items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number for this request is 70181AQ060 and the solicitation is issued as a request for quote (RFQ). The soliciation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-40) and Federal Acquisition Regulation (FAR). This is not a small business set-aside procurement NAICS classification code: 541990 and PSC: R499. STATEMENT OF WORK:Seabird Interoperability SystemObjectives SummaryThis project seeks to develop an interoperability framework between distributed sources of worldwide seabird colony distribution and abundance data. Data interoperability will be achieved through adherence to Open Geospatial Standards (OGC) and the utilization of Web Maps Services (WMS), Web Feature Services (WFS) and Web Coverage Services (WCS). These interoperability standards will be implemented through the use of open source web mapping system. Data sources will be assessed and data interoperability nodes will be set up for those data sources which have the IT capacity to support a live web mapping system. Colony locations will also be acquired and loaded into the world seabird colony database. BackgroundInteroperability allows agencies to retain local control of data, while allowing outside computer systems to access data through standardized protocols. Data access based upon interoperability enables applications to draw upon and utilize information that can exist at multiple physical locations and are stored in a wide array of data formats. Interoperability data networks balance work load across multiple computing systems, exploit bandwidth, and provide a framework for cost sharing between organizations. The following agencies and countries have seabird colony data that are potential data sources for Pan Arctic region. Contacts to each agency will be provided when the contract is awarded. "Joint Nature Conservation Committee, Great Britain "Greenland Institute of Natural Resources"Icelandic Institute of Natural History "Norwegian Polar Institute for Nature Research "Environment Canada "Arctic and Antarctic Research Institute, Russia Tasks1.Acquire data sources for review (May) - Acquire copies of international seabird databases and datasets from agencies listed in the background section and assess. Databases and datasests are in Microsoft Excel or Access. Engage data providers to acquire contextual understanding and to assess capacity to host an interoperability service.2.Absorb colony data for all data sources into colony database (May-June) - Extract colony GIS data from international databases and datasets and load into world seabird colony database.3.Develop methods and implementation protocol for distribution to agencies (June)- Write and distribute technical protocol for agencies involved in data interoperability. This task involves formalizing the methods employed during this project. The resulting document will provide agencies and organizations with a best practices or set of instructions for organizing their seabird data resources and making those data available for public access via interoperability in a cost effective manner. This document will be created in Microsoft Word and should have diagrams where needed to help explain methods.4.Implement Interoperability System Deployment (May-September) - Design a pilot distributed data management framework for the storage and dissemination of seabird colony distribution and abundance data. This task will be accomplished using the disparate data sources and types identified in the Background section. The interoperability system will involve the installation of a web mapping/interoperability system within agencies participating in this project.5.Connect Interoperability nodes to World Seabird Information System (May-September) - Provide access to data made available through the implementation of interoperability nodes through a web-based data portal. Data will be pulled from multiple sources and assimilated onto a web based map. Schedule 1.Acquire data sources for review (May 15, 2010) 2.Absorb colony data for all data sources into colony database (June 30, 2010)3.Develop methods and implementation guide for distribution to partner agencies (June30, 2010)4.Implement Interoperability System Deployment (May 1, 2010-September 30, 2010)5.Connect Interoperability nodes to World Seabird Information System (May 1, 2010-September 30, 2010) Capability and Performance We are looking for a firm that has extensive knowledge of interoperability programming experience for online data entry programs. Furthermore, there are three key factors that will be evaluated for this contract. In summary, they are: 1)Specialized experience in development of online interoperability tools related to seabirds.2)Knowledge of the current seabird common and scientific names for the world's seabirds as is necessary to develop website. 3)Knowledge of scientific data storage, communication and documentation protocols. Submittals: To be considered for this contract you must provide the following information to the contracting office with your bid package: 1)A sample of an interoperable website that you have created for other projects.2)A sample of a methods and implementation guides for distribution to partner agencies that you have created for other projects.3)The curriculum vitae of the senior project manager and any other key staff that would be compiling the report. DELIVERY:The date and place of delivery and acceptance and FOB point shall be Anchorage, Alaska, 09/30/2010 The specific criteria to be used for evaluation, listed in declining importance, shall be as follows:i Technical capabilities a) Specialized experience in development of online interoperability tools related to seabirds.ii Priceb) Knowledge of the current seabird common and scientific names for the world's seabirds as is necessary to develop website.c) Knowledge of scientific data storage, communication and documentation protocols.
