Description
NRN SOW RECOVERY - In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), intends to negotiate on a noncompetitive basis with the University Corporation for Advanced Internet (Internet 2) to acquire backbone services for the NOAA Research Network (NRN). NOAA requires IP services, static and dynamic optical circuits, and collocation services from a backbone network provider. The optical circuits will be part of the interconnecting backbone between the supercomputing facilities. Circuit "links" and equipment collocation are required to complete an optical path interconnecting two specific sites and are required at various phases of the NRN build driven by the necessity of the geographic location and the needs of the associated NOAA research institution. IP services are required to integrate NOAA research sites not directly connected to backbone endpoints. NOAA requirement for high-speed fiber optic connectivity to the Internet2 network for NOAA High Performance Computing resources in the United States satisfies all of the following: • Access to the lowest latency, highest capacity, highest quality data transfer throughput available for the lowest possible price; • Leverages NOAA's current investment in its optical network infrastructure, maximizing its return-on-investment (ROI); • Leverages NOAA's substantial research investment as a long standing member of multiple research consortiums; • Leverages NOAA's current and future network access privileges granted through consortium "Indefeasible Right of Use" agreements (IRUs); • Maintains NOAA's leadership role within the national, next-generation internet research community; • Honors NOAA's long standing commitments to its consortium partners and reduces adverse impacts on consortium members; • Leverages current unallocated capacity to communicate with multiple organizations within the optical network; • Provides high data integrity and data security • Opportunity and advantage to collaborate with federal agencies, labs, non-profit organizations, universities, libraries, and technology and information service providers throughout the United States. The Government intends to negotiate a firm fixed price contract (base plus four option years) with the period of performance commencing approximately May 1, 2010. The NAICS code is 541519 - Other Computer Related Services. It is the Government's belief that only the University Corporation for Advanced Internet (Internet 2) can provide these required services. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish backbone services for the NOAA Research Network (NRN) capable of meeting the requirements identified in the attached Statement of Work. Seamless integration of the connectivity into NOAA Research Network is required. Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing NOAA Research Network.
