INDUSTRY DAY EARECKSON AIR STATION INSTALLATION SUPPORT The 3rd Contracting Squadron, Elmendorf Air Force Base, Alaska, is pleased to host an Industry Day for the re-competition of the Eareckson Air Station (EAS) Installation Support contract. The 611th Air Support Group will present information on their requirement. All contractors who are interested in either prime, team, or subcontractor roles are encouraged to investigate opportunities at this event. Forty-five (45) minute one-on-one contractor capabilities presentations may be scheduled on a first-come basis. Participation is highly encouraged for all small business enterprises. EVENT: EARECKSON AIR STATION INSTALLATION SUPPORT INDUSTRY DAY DATE: MAY 13 & 14, 2010 PLACE: TALKEETNA THEATER, 7122 FIGHTER DRIVE, ELMENDORF AFB, AK TIME: 8:15 a.m. (AST) doors open SCHEDULE 08:50 Welcome - 3rd Contracting Squadron 09:00 Col. Robyn Burk, Commander, 611th Air Support Group 09:15 Video - Eareckson Air Station, Shemya Island 09: 30 Break 09:45 EAS Mission Briefing -611th Air Support Group 10:45 Question and Answer Session 10:50 Closing 12:00 Lunch 1:00 p.m. to 5:00 p.m. 45 minute contractor table top capability presentations. Additional one-on-one presentations will be scheduled on May 14, if necessary. REGISTRATION: Pre-register NO LATER THAN 3:00 PM (AST) on 30 April 2010. One-on-one presentations will be scheduled on a first come basis, and should be requested by e-mail at the same time as pre-registration. ACCESS TO ELMENDORF AFB: All visitors must register at the Visitor's Center at the Elmendorf AFB Boniface Gate which is located at Boniface Parkway and 6th Avenue, Anchorage, AK. Access will require a valid driver's license, current vehicle registration or rental car agreement, or Government -issued photo ID. Passengers must have a valid driver's license, a state issued picture ID, or a Government picture ID. If you have special needs, i.e. hearing, visual, language, or handicapped, please notify the 3rd Contracting Squadron (POCs above) no later than April 30, 2010. ________________________________________________________________________ This is a sources sought synopsis for written information from all parties, especially small and small disadvantaged firms interested in the upcoming acquisition for base operating support; operation and maintenance services at Eareckson Air Station, Alaska. The information is requested for market research and is not a solicitation announcement for proposals. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. There is no solicitation available at this time. Responses should focus on your firm's technical and financial capability to provide technical and management services for the operation and support of Eareckson Air Station, as described below. You should address the contracting officer's interest items on (i) Period of Performance and (ii) Commercial Practices. Standard publicity brochures are not particularly desired. Responses to this synopsis will be used for market research to determine under what, if any, set aside procedures this acquisition will be conducted. The contractor shall be responsible for operation and maintenance of Air Force responsibilities at Eareckson Air Station, Shemya Island, Alaska. Duties include (partial list) on-station management, airfield management, operations and maintenance, equipment and facilities repair and corrosion control, fire protection, power production, water treatment and distribution systems, heating systems, roads and grounds (incl. snow removal), fuels management, operations and maintenance of communications systems, weather support, and visitor support services (lodging, food, etc.). The Government anticipates posting the draft solicitation in the Fall of 2010 with award in early 2012, and with performance to begin on 1 October 2012. The current contract was solicited under 8(a) competition. Given the great complexity of the mission and the broad expertise required in addition to particular expertise in airfield management, please include the size of your business and any planned teaming arrangement. Small businesses including veteran-owed, service disabled veteran-owned, HUBZone, disadvantaged, and women owned, as well as other small businesses are particularly invited to respond. The current contract was acquired under NAICS 561210, Facilities Support Services, and the corresponding size standard is $35.5M. The contracting officer invites comment from industry as to whether a Period of Performance of three years would encourage or discourage firms, especially small businesses, from submitting an offer; and if so, please explain why. The previous acquisition for this requirement was not accomplished under FAR Part 12 because of the complexity and type of contract terms and conditions; however, the responses to this synopsis will be used to assist the contracting officer to determine whether the upcoming acquisition can be accomplished under Part 12. Interested firms should submit information on their experience, capabilities for performing the above stated requirements and the required resources to satisfactorily perform the mission.
