- The Billings Area Indian Health Service intends to award a non-competitive contract to Mechanical Technology, Incorporated, 1041 Fourth Avenue North, Billings, Montana 59101, pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements', and the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5) (Recovery Act). The proposed contract action is to update the existing Barber Coleman Network 800 Global Control Module (GCM) with a new Universal Network Controller (UNC). The upgrade will enhance the capabilities of the system by improving remote access, updating the graphics, and updating the overall systems at the Fort Washakie Health Center, Fort Washakie, Wyoming and Arapahoe Health Center, Arapahoe, Wyoming. Mechanical Technology, Incorporated, is the local authorized dealer for the existing proprietary Barber Coleman system and for the UNC upgrade. In accordance with Section 1512 of the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5) (Recovery Act) and the Federal Funding Accountability and Transparency Act of 2006, as amended (Pub. L. 109-282), the Contractor will be responsible for complying with the reporting requirements in FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements (MAR 2009). This will include reporting the data electronically at www.FederalReporting.gov. All responsible sources may submit a capability statement or quotation which shall be considered by the Agency. The anticipated award date is April 29, 2010.
