- Description
- The purpose of this notice is to inform potential sources that the United States Air Force (USAF) intends to issue a commercial solicitation for Aircraft Lavatory Fluid. Due to established economic agreements between the United States Government and the Government of Turkey, the USAF intends to order from a business concern within the country of Turkey. The requirement is for 20,000KG, which will require delivery to Incirlik Air Base, Turkey. Access to Incirlik Air Base is controlled by the Turkish Air Force (TURAF). Sources must coordinate directly with TURAF to ensure access. The number to TURAF Pass and ID for all gate pass issues is 322-316-4184 or 322-316-4186. The United States will not be held liable for any delays caused by TURAF. Final delivery must result in the placing the fluid in an above ground Storage Chemical Tank. The solicitation will provide additional details for the Storage Chemical Tank, to include connection information. The solicitation is expected to be issued on 16 April 2010 with a closing date of 23 April 2010. Delivery will be required within 30 calendar days of award. The dates given in this notice are tentative and subject to change. Firm dates will be given in the actual solicitation once issued. This acquisition is estimated below the Simpiflied Acquisition Threshold and is subject to Part 13 -- Simplified Acquisition Procedures of the Federal Acquisition Regulation (FAR). FAR 13.104 -- Promoting Competition requires consideration of at least three sources to promote competition to the maximum extent practicable. The following three commercial products (in no particular order) are considered acceptable to satisfy this requirement: CRYOTECH E36 Lavatory Antifreeze (GSA Contract, GS-10F-8887H), Florin Antismell Super (GSA Contract, GS-07F-0122J), or Iceclear LF (Aircraft Lavatory Fluid) (GSA Contract, GS-07F-0122J). The solicitation is not issued under a brand name restricted basis. The USAF will consider products not specified in this notice, if the supplier provides enough information with the quotation to show that the offered equal meets or exceeds the salient characteristics of one of the three commercial products specified. Products offered under GSA contracts can be referenced at https://www.gsaadvantage.gov/advgsa/advantage/main/start_page.do. Award can only be made to sources registered with the Central Contractor Registration (https://www.bpn.gov/ccr/default.aspx).
