- Description
- The United States Air Force, Hurlburt Field, FL seeks to identify potential small business sources to support a 4-year requirement (12-month basic plus one 12-month option followed by four 6-month options) for lease of the following (brand name required, no "equals" permitted) aircraft: four (4) Original Equipment Manufacturer (OEM) certified Mi-8MTV/Mi-17 helicopters IAW the draft PWS provided, dated 11 March 2010. Two (2) additional Mi-8MTV/Mi-17 helicopters may be added at time of award of the basic contract. Mi-171 is a suitable substitute for any aircraft with left and right doors and aft ramp. The specific requirements include but are not limited to the following details as provided in the PWS to this Sources Sought. The operating location of the aircraft is Hurlburt Field, FL and other locations determined by the Government, but remaining within the United States. All responses and/or questions must be submitted via e-mail in accordance with the following instructions. Request firms having the capabilities necessary to perform the stated requirements (see paragraph 1.3 of PWS) submit a brief capability statement demonstrating how they will meet the brand name and OEM certification requirements outlined in the draft PWS. Failure to respond to this request will not preclude firms from submitting a later bid. GENERAL INFORMATION: This acquisition is set-aside for small business under NAICS 532411 utilizing Standard Size Code of $7M. Note - at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern (FAR 52.219-14, Limitations on Subcontracting). Anticipate a single award based on a firm-fixed price basis with cost-reimbursable line items for logistical sustainment parts. Period of Performance: Total contract length will not exceed 4-years commencing approximately 1 October 2010. Contracting method will be in accordance with FAR Part 15, DFARS 215; and AFFARS 5315. The Government reserves the right to award without discussions. Source Selection Procedures will be in accordance with AFFARS 5315.3 - Source Selection Procedures for acquisitions > $10M to < $100M. This is a DRAFT RFP only, and is not to be construed as any commitment by the Government. This notice is not an offer by the Government to enter into a contract. The Government will not pay for any information prepared or provided by interested parties. Interested HubZone Small Business concerns must identify to the contracting officer their interest and capability to satisfy the Government's requirement within 15 days of this notice.
