- Attachment B: Past Performance Questionnaire Attachment A: Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HE125420100750037 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39 and Defense Federal Acquisition Regulations Supplement (DFARS) DCN 20100324. STATEMENT OF WORK DODEA-ONTARIO STANDARDS ALIGNMENT 1.0 INTRODUCTION 1.1. The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 85,000 students in seven states, twelve foreign countries, Guam, and Puerto Rico. The number of students varies based on the deployment of military troops worldwide. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools. 1.2 DoDEA is divided into three administrative areas. DDESS (Domestic Dependent Elementary and Secondary Schools) covers the schools in seven states and Puerto Rico, and for administrative purposes, Cuba. DoDDS (Department of Defense Dependent Schools) is divided into DoDDS-Europe and DoDDS-Pacific. The former administers the schools in England, Germany, Italy, Belgium, Netherlands, Spain, Portugal, Turkey, and Bahrain. The latter covers the schools in Korea, Japan, and for administrative purposes, Guam. 2.0 BACKGROUND 2.1 Military students matriculate between Ontario, Canada and DoDEA schools. However, the content standards of these two school systems are not easy to align for counselors and teachers. 2.2 The Ontario content standards may be found at the following two URLs: http://www.edu.gov.on.ca/eng/curriculum/elementary/subjects.html and http://www.edu.gov.on.ca/eng/curriculum/secondary/grades.html. The DoDEA curriculum content standards may be found at the following URL: http://www.dodea.edu/curriculum/. 3.0 SCOPE 3.1 DoDEA requires a crosswalk or alignment of standards between the Ontario (Canada) and DoDEA content standards for grades 6-12 mathematics, social studies, science, and English language arts. This alignment will allow users to identify the knowledge and skills that both systems are expected their students to master at each grade. For students entering DoDEA schools from Ontario schools or transferring to Ontario schools, it will allow administrators from either school system to determine their placement. 4.0 REQUIREMENTS 4.1 The Contractor shall perform an alignment study, providing a crosswalk that shows the depth and breadth of content coverage between the Ontario (Canada) and DoDEA content standards for grades 6-12 mathematics, social studies, science, and English language arts. 4.2 The methodology shall include the cognitive expectations set out by the standards, that is, the degree to which the level of expected knowledge and skills is consistent across DoDEA and Ontario standards. 4.3 The alignment study and report shall provide information on the alignment between the DoDEA and Ontario standards which includes (1) content significance/relevance of each standard, (2) cognitive expectation level of each standard, and (3) specificity and clarity of each standard. 4.4 The final report shall consist of an executive summary and a matrix. The executive summary shall include a description of the methodology including definitions of the terms, the findings of the study with conclusions, and a summary of the alignment study results including recommendations. The matrix shall be a user-friendly crosswalk for school administrators and guidance counselors, which summarizes the findings. 4.5 Option Year: If exercised, the requirement would be the same as the base year's except that grades 4 and 5 would be aligned. There would only be one option year. 5.0 TECHNICAL REQUIREMENTS 5.1 Not applicable. 6.0 DELIVERABLES 6.1 Post-Award Conference: The Contractor shall participate in a teleconference or videoconference to discuss the requirements in greater detail. 6.2 Draft Report: The Contractor shall provide a draft of the DoDEA-Ontario Standards Alignment in an electronic document that can be reviewed and revised. 6.2.1 Final Report: Written feedback from DoDEA shall be incorporated into the final report, which shall consist of an electronic document. 7.0 PERFORMANCE INDICATORS AND TIMELINE 7.1 The Contractor shall provide all services to be performed and all items to be delivered in accordance with the following delivery schedule: Deliverable Ref Delivery Date BASE YEAR: Post-Award Conference 4.1 NLT five days after award Draft Report 4.2 NLT 60 days after post-award videoconference Final Report 4.3 NLT 10 days after receipt of written feedback from DoDEA OPTION YEAR ONE: Conference 4.1 To be determined Draft Report 4.2 NLT 60 days after conference Final Report 4.3 NLT 10 days after receipt of written feedback from DoDEA 8.0 DATA RIGHTS 8.1 All alignment study information/materials produced or data obtained under this contract will belong solely to DoDEA and shall not be used or produced by any other party, without prior written permission from the DoDEA. Only quotes received within the above stated response timeframe will be considered by the Government. The Government anticipates an award date of mid to late May 2010.
