Description
Sources Sought Fillable Form This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers (USACE), Detroit District, is seeking potential firms that have the capability to execute a construction project at the USACE Duluth Area Office (DAO) and Lake Superior Maritime Visitor's Center (LSMVC) in Duluth, MN that shall include, but not limited to, the replacement of a boiler in the DAO with new hot water boilers; the installation of a new chiller, controls infrastructure and controls final terminations in the DAO and LSMVC; the removal of steam radiators and piping (to include abatement of asbestos) in the DAO; the installation of a new energy recovery ventilation system, soffits and grilles, fan coils and piping to fan coils, and wall repairs in the DAO; the replacement of the air handling unit in the LSMVC; the removal of the heat exchanger, condenser, two abandoned boilers and piping in the LSMVC; and the installation of new piping, and revisions to ductwork and diffusers in the LSMVC. The Administration Building is part of the Duluth Ship Canal Historic District, which is listed on the National Register of Historic Places and the design of the project has been closely coordinated with the Minnesota State Historic Preservation Office (MN SHPO). All work shall be in accordance with the design approved by the MN SHPO. The contract will have a 12 month completion requirement. The HVAC system must be installed with minimal interruption of service. Required phasing will be identified for several components of the work, for example the replacement of the DAO boilers may not take place until after May 1, 2011. The estimated award date of the contract is 27 August 2010. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 238220, which has a size standard of $14,000,000 in average annual receipts. This project requires knowledge of HVAC system construction with emphasis on air, chilled water, and hot water distribution systems as well as electrical distribution systems. This is NOT a request for proposal. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities and experience on construction projects similar in scope and cost magnitude to this project; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 238220. Firms must submit a letter from their bonding company related to their bonding capacity for individual projects along with their letter of interest. Qualified companies are encouraged to respond.
