Description
his solicitation is for full and open competition; W911QY-10-R-0006. The solicitation will be prepared in accordance with FAR subpart 13.5. The U.S. Army RDECOM, Natick Contracting Center has a requirement for materials solutions for the development of an improved combat helmet using high performance composites (e.g. high molecular weight polyethylene) with superior ballistic performance. The objective is to develop a material solution for a ballistic helmet shell with the same areal density same weight as the current Advanced Combat Helmet (ACH) which provides an increase to current ACH performance specifications for fragmentation and hand gun (9mm) protection, and offers small arms protection. Offeror must be a raw material manufacturer. Offeror must provide ballistic data on prototype helmets of 2.2 areal density, with V50 measuring seventy percent or higher than current ACH specifications against 17 grain fragment simulating projectile (FSP). The V50 is defined by ARMY MIL-STD-662F V50 Ballistic Test for Armor. Test data must be generated by an independent, third party test laboratory and must be submitted with the proposal. The required work consists of the study of commercially available fiber/fiber based materials, development of new fiber/fiber based and matrix materials, study of new hybrid systems or architectures, evaluation of optimal material in helmet configuration, and development and improvement of processing technologies. Proposed material systems shall be evaluated through ballistic testing and generation of probability curves, V50 data, and measurement of back face signature (BFS) for specified threats. The Government anticipates an award of a Firm Fixed Price type contract. The Government Reserves the right to make multiple awards. The North American Industry Classification code is 314999. The Request for Proposal will be posted on the Natick Contracting Divisions website; www3.natick.army.mil, on or about April 20, 2010. All responsible sources may submit a proposal, which will be considered by this agency. Proposals may be submitted by overnight or regular mail to Stephen S.
