Description
This is a sources sought notice. No solicitation for services is being issued at this time. This notice is intended to provide initial notification of the Governments objective to recompete Foreign Language Television Broadcast. The Mission and Installation Center at Fort Dix is releasing this Sources Sought Request for Information (RFI) to determine and update a list of current companies capable of delivering the services as listed herein. Such capabilities should include satellite-transmitted and internet-downloadable international television broadcast programming for Department of Defense (DoD) users in support of foreign language acquisition as outlined in the Requirement section and the Response Guidelines of this Sources Sought RFI. Sources will provide support and content primarily in, but not limited to, the following areas: 1. Original television programming broadcasts in countries where the target language is natively spoken should be provided. Such programs should be broadcast via satellite so that users can access the programming in real time across the US. Source should provide satellite transmitted authentic broadcast programs that are copyright-cleared for educational use in the following languages of interest: Abuja, Afrikaans, Amharic, Assamese, Azerbaijani, Basque-Spanish, Belarusian, Bemba, Bengali, Bodo, Bosnian, Bulgarian, Burmese, Catalan-Spanish, Cebuano Bisaya, Chinese Mandarin, Croatian, Czech, Dari, Dutch, Farsi, Flemish, French, Georgian, Galician-Spanish, Georgian, German, Greek, Gujarati, Hausa, Hebrew, Hindi, Hungarian, Icelandic, Igbo, Indonesian, Italian, Japanese, Kannada, Kazakh, Korean, Kurdish, Kyrgyz, Latvian, Lithuanian, Luganda, Macedonian, Malay, Malayalam, Manipuri, Marathi, Modern Standard Arabic, Moldovan, Mongolian, Nagamese, Nepali, Oromifa, Pashto, Pidgin English, Portuguese, Punjabi, Romanian, Russian, Serbian, Sinhala, Slovak, Slovenian, Somali, Spanish, Swahili, Tagalog, Tajik, Tamil, Telugu, Thai, Turkish, Turkmen, Ukrainian, Urdu, Uzbek, Vietnamese, and Yoruba. 2. Internet-delivered content should be made available via a web-searchable archive with open, unrestricted video streaming access (24/7/365). Provider will maintain digital archives with multi-media content that allow users to locate, download, and view recorded broadcast programs and repository texts of their choice at any given time through a single-source internet access point. 3. Copyright-cleared materials shall be provided with all necessary permissions secured in writing from programming originators to include the right to view, record, store, adapt, and distribute materials for educational purposes. 4. Vendor shall rebroadcast programming via satellite to all DoD users within CONUS in MPEG-2 format through a geo-stationary satellite. 5. Respondent shall provide corresponding machine transcription and translation for selected language video materials. 6. Authentic newspaper materials should be provided for at least 40 of the above listed less-commonly-taught languages. OCR services should also be provided for at least ten of these languages. 7. Foreign language television programming shall also be made available over the internet through video streaming, 24 hours a day, seven days a week. Users shall be able to watch live streaming or download full-length television programming, language learning lessons, video recordings, and newspaper materials. Respondents shall provide a technical capabilities statement per the white paper format listed in Response Formats below. All page limitations are based on single sided 8.5x11 inch paper, single spaced, using Times New Roman typeface in no smaller than 12-point font (smaller fonts of no less than 8-point are acceptable for any graphics, figures, tables, footnotes and legends), and 1-inch margins. Any included tables and charts shall meet the same format requirements and as outlined in the Response Format section herein. Respondents should ensure that their submission addresses items outlined within this Sources Sought RFI. White Paper - shall be a maximum of five pages in length (Intro page will not count against page count): Introduction - The White Paper information should identify the company name, address, point of contact phone number and email address, company size, status under the identified North American Industry Classification System code, and Data Universal Numbering System number. Paragraph 1 The White Paper should identify in the first paragraph the company's overall capabilities to perform the tasks as listed in this Sources Sought RFI. Paragraph 2 - 5 The White Paper should identify the company's capabilities, capacity and direct work experience in successfully performing these areas of interest. Paragraph 2 Information Management Technology Paragraph 3 Broadcast Technology Paragraph 4 Text-to-Speech Technology Paragraph 5 Foreign Language Learning (FLL) and Cultural Learning (CL) applicable Multi-Media Technologies Paragraph 6 The White Paper should identify prime and subcontractor relationships (i.e., percentage of work performed between prime and subcontractors). It is preferable for companies to have the ability to provide the multiple services as listed in this Sources Sought RFI; however, firms capable of providing one or more of the requested services are encouraged to respond, as lacking some capabilities listed herein does not prohibit responding to this Sources Sought RFI. All interested parties should submit their information and a brief white paper discussing their capabilities to perform this effort to Mr. Peter Vincenti at peter.vincenti@us.army.mil not later than 26 April 2010.
