- NAICS Code: 334519 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Multiparameter Water Quality Sonde and Associated Equipment (1) month following the award of contract, for the Office of Research & Development (ORD), National RiskManagement Research Lab (NRMRL), Ground Water and Ecosystems Restoration Research (GWERD) located in Ada, OK. The Mount Sopris CIFA-1000 multiparameter water quality probe is needed to acquire in situ groundwater quality data for deep wells as part of site characterization activities at research and technical assistance sites. The CIFA-1000 logging sonde will collect in situ temperature, electrical conductivity, pressure, dissolved oxygen, pH, redox, nitrate, ammonia and chloride data in wells to depths greater than 2000 feet below land surface using our existing geophysical logging system. Ground Water and Ecosystems Restoration Research's (GWERD) Century Geophysical logging rig will be used to operate the multiparameter probe in conjunction with other existing probes. A multiparameter water quality logging sonde and associated equipment will allow simultaneous collection of temperature, electrical conductivity, pressure, dissolved oxygen, pH, redox, nitrate, ammonia and chloride data. The CIFA-1000 will also be used to quantify vertical changes in groundwater quality in long-screened and open hole wells. Only one company, Mount Sopris Instrument Company, Inc. (MSI), provides a logging sonde that will meet the specified requirements. MSI modifies probes manufactured by Idronaut to be used on MSI logging systems. The cable heads, connecting cables and Matrix electronics are sold by one company (MSI).EPA has identified Mount Sopris Instrument Company Inc. (MSI) as the only provider of commercial equipment able to meet the requirements of this procurement. Subsequently EPA has determined that Mount Sopris Instrument Company Inc. (MSI) is the only manufacturer that can provide instrument that can meet the specifications listed above. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
