- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This requirement is 100% set-aside for small business. FAR 52.219-6 (Notice of Total Small Business Set-Aside) is applicable to this purchase. The Naval Surface Warfare Center, Dahlgren Division intends to purchase three (3) each High Frequency (HF) Transmitter System, consisting of a 20 Kilowatt (kW) Solid State HF transmitter combined with an antenna tuner/coupler.The HF Transmitter System needs to supply 20 kW of continuous wave (CW) HF power over a frequency range from 2 - 35 MHz; when presented with a 1.1:1 Voltage Standing Wave Ratio (VSWR) match utilizing an adjustable height HF vertical antenna. VSWR matches as high as 2:1, the transmitter must continue to supply up to 10 kW CW when combined with NSWCDD's standard 35' whip vertical antenna, with a frequency operating range of 4 - 27 MHz. Additionally, the transmitter must be able to output AM and pulse modulation. The transmitter should consist of solid state amplifiers, water-cooled to utilize NSWCDD's existing cooling facility. The transmitter shall include all DC power supplies, and requires only a signal source and must be used in conjunction with an accompanying antenna tuner/coupler. The antenna tuner/coupler must be tuned to operate at any frequency from 2 - 35 MHz. The antenna tuner/coupler shall be designed and manufactured as a single unit able to operate with either an adjustable or 35' fixed-length whip antenna. The antenna tuner/coupler must consist of a coupler unit, remote control unit and connecting control cable. The tuner/coupler output should be located on a side/center, two feet from bottom and away from all power connections. The remote control unit shall be mounted near the transmitter. The coupler unit shall allow the capacitor and inductor to be adjusted (and switched when necessary) from the remote control unit. A radio frequency (RF) amp, current probe type monitoring device must be installed on the tuner/couple output, with a RF amp monitoring meter and control device installed on transmitter controls. The transmitter and antenna tuner/coupler must have integrated controls and parameter monitoring system. The control system should interface will all transmitter functions, with a central controller consolidating all controls and monitoring into a control panel; including the capability to operate/monitor associated equipment. The HF Transmitter System sources and tuning networks should be fully automated during frequency changing and tuner operation. Verification testing for the HF Transmitter shall take place at manufacturer facility 7 - 10 days prior to delivery. Verification testing for the tuner/coupler shall take place on-site at NSWCDD facility. Warranty: Please provide manufacturer's terms and conditions. The resultant contract will be on a Firm Fixed-Price basis. FAR Part 13.5 is applicable. Delivery time for the 20kW HF Transmitter and accompanying Antenna Tuning/ Coupler shall not exceed 12 months after receipt of order (ARO). All responsible sources must provide a written proposal to demonstrate their ability to meet the purchase specifications. A Formal Request for Proposal will be issued on or before 23 April 2010. The closing date will be 30 days after issuance. Anticipated award date is on or before 31 July 2010. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114.
