- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation notice that will be issued. Quotes are being requested. Solicitation number RFQ-WA-10-00012 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect. The associated NAICS Code is 334119 with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit quotes. The description of the commercial items reads as follows: The Environmental Protection Agency requires the following items, Exact Match Only LI 001, Configurable HP EliteBook 8530w, KW950AV, Mobile Workstation, 250, EA; LI 002, HP Basic Docking Station w/150w adapter, KQ751AA#ABA, 250, EA; LI 003, HP Basic Backpack, AM863AA, 250, EA; LI 004, USB/PS2 Optical 2- Button scroll Mouse, PN# DC369A, 250, EA; LI 005, 4 Year - 9 x 5 Next Day Coverage, UF633E, 250, EA; ***REVIEW THE DETAILED SPECIFICATIONS ATTACHED *** PLEASE NOTE: Smartcard reader and solid state hard drive must be included If the current model number requested has been discontinued, please document your quote with evidence of this fact and submit an alternative model that fits most closely to the requirements stated. Please include any available descriptive literature. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The selection resulting from this request for quotation will be made on the basis of the technically acceptable quote with the lowest evaluated price for the total requested line items. Award will be made for all line items or none at all. Offeror's shall quote the brand name and part number listed. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter that demonstrates that they meet the requested specifications. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.247-64 are applicable to this acquisition: 52.217-9, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-41, 52.246-4. INSTRUCTIONS TO OFFEROR: OFFERERS SHALL COMPLETE AND SUBMIT by e-mail or mail THEIR QUOTE ON THE PROVIDED SF18 for RFQ-WA-10-00012, AND GENERAL QUESTIONS SHEET. DOCUMENTS SHALL BE SUBMITTED TO THE CONTRACTING OFFICER NO LATER THAN CLOSE OF BUSINESS April 15, 2010. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. All interested offerers shall submit quotes to Contracting Officer, Debra Dorsey, at: U.S. EPA Region 7 PLMG/RFMB, 901 N. 5th Street, Kansas City, KS 66101. Questions can be submitted by e-mail and sent to Dorsey.debra@epa.gov. no later than April 12, 2010. Quotes must be e-mailed, mailed or faxed and are due no later than close of business 4:30 pm CDT April 15, 2010 along with the completed representations and certifications, completed general questions sheet. Failure to comply with the above terms and conditions may result in offer being determined non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.
