Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared under FAR Part 13 Simplified Acquisition Procedures, and in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This notice and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-37. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This acquisition will be UNRESTRICTED. The North American Industry Classification Systems (NAICS) code is 335312, and the size standard is 1000 employees. The Veterans Hospital located at 1201 NW 16th Street, Miami, Florida 33125 has a requirement for a firm fixed-price contract to provide maintenance and testing to an existing ALCO generator. The Contractor shall provide all the equipment, personnel, labor, and transportation necessary to meet requirement. Offerors must be registered in Central Contractor Registration (CCR) data base located at http://www.ccr.gov. Offerors must submit with their quotes, a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items or have completed them at https://orca.bpn.gov/. ****RFQ ELECTRONIC SUBMISSIONS: All interested parties must provide two submissions by the RFQ due date: Technical Document(s) and Price Quote Worksheet in response to this RFQ solicitation. Interested Parties who fail to complete and submit the requirements below may be considered non-responsive. LATE SUBMISSIONS WILL NOT BE ACCEPTED. RFQ submissions shall be directed via email to Ben Butler at marvin.butler@va.gov. Offerors shall reference "RFQ VA-248-10-RQ-0382" in the email subject box. ****TECHNICAL: Submit capabilities (in Contractor's own format) to support all services in accordance with SOW information. Please limit technical document to 5 pages. See Attachment 1 for the SOW. ****PRICE QUOTES: Interested Parties shall submit pricing for the overall Unit Amount, Total Item Cost, and Grand Total for the work in the SOW. See Attachment 2 for the Price Quote Worksheet. ****QUOTE EVALUATION and CONTRACT AWARD: The award will be made to the responsible offeror with the lowest price technically acceptable. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The evaluation factors that establish the requirements of acceptability shall be: TECHNICAL and PRICE. ****TYPE of CONTRACT: Firm Fixed Price ****PERIOD of PERFORMANCE: NLT fifteen (15) days after notification of award ****DELIVERY AND ACCEPTANCE: FOB Destination ****RFQ QUESTIONS: Questions concerning this solicitation MUST be submitted no later than April 12, 2010, 2:00 pm Eastern Standard Time (EST). All inquiries must be via email to Ben Butler at marvin.butler@va.gov, and all questions and responses will be posted to the FEDBIZOPS website as an amendment to this original announcement. ****RFQ DUE DATE: Responses to this RFQ, technical, and price shall be via electronic submission to Ben Butler at marvin.butler@va.gov on or before April 19, 2010 at 12:00 pm EST. ATTACHMENT 1: STATEMENT OF WORK - Maintenance & Testing of ALCO Generator Background: The existing ALCO generator was disconnected during a building renovation in November 2006. The equipment has been seating idle for more than three years. Description of Services: The Contractor shall provide all labor, materials, equipment, and manpower necessary to perform proper startup and operation testing of existing ALCO Generator in order to support facility's emergency power. The target completion is not later than fifteen (15) days after notice of contract award. Service consists of, but is not limited to, the following: "Clean the entire unit as well as engine room so that other issues or problems and leaks can be found. "Remove, clean and reinstall the air filter elements. Seal the unit as at present it is not sealed and will allow unfiltered air to enter the turbocharger. "Put a bio-side in the day tank as the fuel has been sitting there almost 3 years. Flush tank 2 times with about 20 gallons of clean fuel. Dispose of fuel in accordance with industry and local standards. "Drain all fuel lines to the injectors. "Change and clean the primary and secondary fuel filters. "Change the engine oil and oil filters. Clean the filter housing. The last oil change was in 2003. Dispose of oil in accordance with industry and local standards. "Remove all engine covers and adjust the valves and injection pumps as required. Do a roll through inspection. Note any problems found if any. "Remove the primary oil strainer, clean and re-install. "Install strip heaters on the generator, as there are none at present to keep the windings dry. This will require and electrical connection be installed by others. "Test the coolant for proper concentration of an inhibitor. Adjust as necessary. Inspect the cooling system with the unit under load for leaks or other problems. "Megger the generator to test the insulation value as it has been idle for 3 years. "Connect a resistive load bank and do a complete test running under load at least 8 hours. Record all readings and make a report on the condition of the unit as well as any recommendations. "Supply all empty drums and label them for your removal for any liquids that are removed. Deliverables: The Contractor shall provide complete reports addressing all engine problems found (if any), megger test results and load test readings.
