- The VA Network 22 Logistic Office intends to enter into sole source procurement with Applied Biosystems Div. This proposed contract action is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect. This procurement is for a kit that isolates leukocytes from whole blood using a filter-based technology, store the captured leukocytes for several days at room temperature (or longer at lower temperatures), then isolate the leukocyte RNA. The resulting RNA is depleted of globin mRNA due to the absence of red blood cells, thereby improving sample utility for expression profiling and other applications. This kit contains only the materials and reagents for WBC fractionation and leukocyte stabilization. Stabilized leukocytes can then be stored or shipped to another location. RNA isolation requires purchase of the LeukoLOCK Total RNA Isolation Kit. These kits (modules of the Total RNA Isolation System) are offered separately to accommodate blood sample collection at one location and sample processing at a different location. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
