Description
SOURCES SOUGHT: This is a Sources Sought notice wherein the National Park Service, Alaska Regional Office, 240 W. 5th Ave, Anchorage, Alaska 99501 is seeking to identify potential sources, i.e., certified HUBZone Small Business concerns who are interested in submitting a proposal for a potential project as described below. This Sources Sought is not an issuance of a solicitation or a request for proposal and the information presented in this announcement will not obligate the National Park Service in any manner, nor shall it result in any claim for reimbursement of costs for any effort you expend in responding to this request. All information provided to the Government will become the property of the Government and will not be returned. There is no guarantee expressed or implied that the market research for this acquisition will result in a set-aside either competitive or sole-source or of any guarantee of award or particular acquisition strategy developed. DESCRIPTION (SYNOPSIS) OF WORK CONTEMPLATED UNDER THIS PROJECT: The contractor shall provide all the needed labor, equipment, materials, and services to plan, mobilize, manage, perform and document all activities necessary in association with the project. In general terms, the work consists of the following: The drilling of two 6-inch water wells and installing a temporary water system. Each well shall have well screens, pitless adapters, well caps, buried electric cables, pressurized tanks, and buried 1-inch diameter water service lines at the NPS operations site on the South side of the Brooks River, in Katmai National Park and Preserve, Alaska. The work also includes minor site grading, water sample collection, testing, and other miscellaneous materials. This work description is not all inclusive and is intended only as a broad, general description. ADDITIONAL SITE LOCATION INFORMATION FOR MOBILIZING EQUIPMENT AND MATERIALS: Regularly scheduled commercial barge service from both Seattle and Anchorage may be used for surface delivery of material and equipment from approx. May through September. This material/equipment would be delivered to the Port of Naknek, approx. 10 miles west of King Salmon. From there, it must be trucked on a combination of paved and improved gravel roads approx. 20 miles east to a landing near the upper end of the Naknek River (Lake Camp). Cargo must then be loaded onto another barge and then shipped approx. 30 miles up the river and across Naknek Lake to a beach landing immediately south of Brooks Camp. Cargo must then be unloaded and trucked approx. one mile on a gravel road to the work site. This gravel road is approx. 11 feet in width coursing through the forest with several very short radius turns. The road will not accommodate any loads greater than 40 feet in length. The magnitude of this project is estimated between $100,000 and $500,000. The NAICS code for this project is 235810. This work will be subject to FAR 52.222-6, Davis-Bacon Wage Act CONTRACTOR SUBMISSIONS: We are requesting that all interested and SBA Qualified Certified HUBZone concerns respond to this sources sought notice with a capability statement similar to marketing packages used in the everyday course of doing business. Please include in your package the business name of your company, address, DUNS number, socio-economic classification (i.e., HUBZone incl. a copy of the certificate issued by the SBA as a certified HUBZone) and submit your package within 15 calendar days of this posting.
