POSITION TITLE: Supervisory Executive Officer, USAID/Nepal •5. MARKET VALUE: GS- 15 ($ 99,628 - $ 129,517 per annum ). Final compensation will be negotiated within the listed market value based upon the candidate's past salary, work history and educational background. •6. PERIOD OF PERFORMANCE: One (1) Year, with possibility of extension. •7. PLACE OF PERFORMANCE: USAID/Nepal, Kathmandu. •8. JOB DESCRIPTION: A. INTRODUCTION AND BACKGROUND The Supervisory Executive Officer (S/EXO) serves as the principal advisor to the Mission Director and mission staff on matters concerning management analysis; personnel management; budget planning, formulation, and control; programmatic contracting of commodities, services, supplies, equipment and maintenance services; travel; computer systems analysis; and, communication resources. The incumbent provides leadership, advice, and staff support to the Executive Office staff and is the focal point and liaison with embassy management and ICASS for ensuring that quality administrative services are provided. The S/EXO will ensure effective management of Mission-related Management and Staffing resources in Nepal. His/her primary responsibility is to supervise the Executive Office and all Executive Office staff, advise Mission senior management on all administrative management policies and procedures, represent USAID on interagency committees and administrative/management groups, serve as a mentor to the EXO staff, including the supervision and management of the daily operations of the Mission's contracting section who receive technical supervision from the Regional Contracting Officer in Bangkok. B) Basic Functions of the Position: The S/EXO will ensure effective management of Mission-related Management and Staffing resources in Nepal. His/her primary responsibility is to supervise the Executive Office and all Executive Office staff, advise Mission senior management on all administrative management policies and procedures, represent USAID on interagency committees and administrative/management groups, serve as a technical mentor to the EXO staff. C) Major Duties and Responsibilities: The S/EXO serves as the Office Director for the Executive Office overseeing a staff of 15 Foreign Service Nationals. The incumbent reports directly to the Deputy Mission Director. Responsibilities for the S/EXO include, but are not limited to: 1. Supervises the Executive Office staff providing oversight to the following divisions of the Executive Office: •a) The Human Resources Division provides position classification, recruitment, compensation, awards, evaluation, training, personal services contracting, and travel services for all employees. •b) The Information and Resources Management Division manages information technology operations with multiple Nepal and Washington-managed servers and over 80 client stations, providing both internal and remote access to application software and the Internet. •c) The Communications and Records Division manages the Mission's files and records system, utility bill payments, mail delivery, and reproduction services. •d) The Contracts Division manages all implementing partner contracts, grants, and cooperative agreements as well as purchase orders for goods and services. Plans, directs, and administers the management program of the mission. Develops, interprets, and assures implementation of administrative management policies, regulations, and procedures. Plans and directs the personnel management program for American, Foreign Service National, and Third Country National employees. Advises on manpower development, employee relations, and employee benefits. Continuously evaluates the organization, staffing, and personnel services of the mission to ensure maximum utilization of material and human resources. Serves as a senior staff member. In this capacity, participates in the formulation of mission policies on program planning, development, implementation, and evaluation. Represents USAID on the ICASS Working Group, Post Employment Committee, Joint Awards Committee, Collaborative Management Initiative, Special Immigrant Visa Committee, Inter-agency Housing Board, and other bodies as assigned. Participates with U.S. Embassy and other U.S. agencies in local wage surveys and other joint personnel policies and operations. Works closely with the Controller's Office, to provide budget formulation and administration of the operating expense budget. Ensures the maintenance and timely and accurate reporting of all USAID-issued or owned property, vehicles, and equipment. Other duties as appropriate. D) Required Qualifications and Position Elements: In order to be considered for this position, a candidate must meet all of the required minimum qualifications listed below. Consideration and selection will be based on panel evaluation of Required Minimum Qualifications, Desired Qualifications and Evaluation Factors. Additionally, interviews and writing samples may be requested. Applicants are encouraged to write a brief appendix to a resume, OF-612 to demonstrate how prior experience and/or training addresses the minimum qualifications and evaluation factors listed below: 1. Education: A bachelor degree in business administration or relevant subject area [i.e. public relations, social sciences, or business] is required. Formal training in areas of personnel administration, procurement, contracting, property management and general administration are highly desirable. 2. Prior Work Experience: Minimum twelve (12) years of progressively responsible experience in performing and supervising management operations or overseas experience specifically related to administrative management for a large and complicated organization, including property management, procurement, contracting and personnel management, and IT Management. Demonstrated successful experience in the field of management and administration including personnel administration, management analysis and planning, general services and travel, with a demonstrated knowledge of the customs/shipping, commodity purchasing and management, procurement, budgeting, planning and contract management aspects of administrative management operations is required. Previous USAID experience and experience with ICASS is highly desirable. 3. Security and Medical Clearance: Must be able to obtain a secret-level security clearance and medical clearance for Nepal. 4. Language Proficiency: Native fluency-equivalent English communication skills, both oral and in writing, are essential and required. Candidate must have the ability to present analysis and recommendations in clear written and oral formats. ELEMENTS OF THE POSITION: 1. Level of Responsibility for Decision Making: The incumbent is expected to act independently and work with minimal direction. S/he independently defines and carries out duties, prioritizes overall objectives, and manages available resources. The incumbent develops deadlines for activities and other specialized tasks and is responsible for planning and carrying out assignments, resolving most conflicts that arise, and coordinating the work with others as necessary. The incumbent interprets policy on his/her own initiative and in terms of established objectives. The incumbent has no authority to make financial commitments on behalf of the U.S. government (unless the incumbent has a warrant from USAID). 2. Level of Complexity of Work Assignments: Duties are varied and require application of methods to a broad range of problems or situations with substantial depth of analysis. The incumbent will serve as the Mission's expert in Executive Office operations and not only provide daily supervision to the entire office, but serve as a technical mentor for the individuals serving in that office. The incumbent is expected to handle complex matters ranging from real property management to human resources and procurement. The incumbent will also represent USAID on interagency management teams and councils. 3. Guidelines: The incumbent must be familiar with and is responsible to follow all applicable ADS, FAM FAAR, AIDAR, and other USAID and Federal guidance and regulations. The incumbent must exercise considerable judgment in determining the application of current legislative provisions and executive policies to assigned responsibilities. The incumbent is expected to be innovative and original in formulating new or improved approaches to problem resolution. Detailed understanding of USG administrative management policies and procedures is required. The incumbent must also have a demonstrated knowledge of contract administration and supervision. 4. Scope and Effect of Work Performed: As the Mission expert on all aspects of Executive Office operation, the incumbent's recommendations will be given substantial weight in final Mission decisions with respect to administration and management of the Mission. The incumbent is expected to have a comprehensive knowledge of and apply the principles of customer service, as well as sound managerial, analytical, negotiation and interpersonal skills. The incumbent is expected to analyze and interpret pertinent policies for local application, to articulate these policies and their application to USAID administrative management operations, and to put into effective practice USAID regulation and directions. 5. Nature, Level and Purpose of Contacts: The incumbent serves as the primary point of contact for USAID Executive Office and administration issues. S/he will also work closely with senior administration/management staff of other USG agencies based at post. The most routine contact will be with senior administrative and management staff within the Embassy and USAID/Nepal. •a. Supervision Received: The S/EXO reports directly to the Deputy Mission Director. •b. Supervision Exercised: The S/EXO is the Director of the Executive Office and supervises a staff of 15 Foreign Service National employees. •c. Available Guidelines: ADS, FAM, FAAR, AIDAR, Mission Orders, Mission Notices, and other USAID and Federal guidance and regulations. •d. Exercise of Judgment: The incumbent must exercise considerable judgment in determining the application of current legislative provisions and executive policies to assigned responsibilities. The incumbent is expected to be innovative and original in formulating new or improved approaches to problem resolution. Detailed understanding of USG administrative management policies and procedures is required. The incumbent must also have a demonstrated knowledge of contract administration and supervision. •e. Authority to Make Commitments: None g. Time Expected to Reach Full Performance Level: Three months K. Selection Criteria: Candidates will be evaluated according to the following criteria: 1. EDUCATION (15 points): Completion of Bachelor's degree is required. Formal training in areas of procurement, contracting, property management and general administration are highly desirable. 2. WORK EXPERIENCE (30 points): Twelve years of progressively responsible experience in performing and supervising USG management operations or overseas experience specifically related to administrative management for a large and complicated organization, including property management, procurement, contracting and personnel management is desired. Demonstrated successful experience in the field of management and administration including personnel administration, management analysis and planning, general services and travel, with a demonstrated knowledge of the customs/shipping, commodity purchasing and management, procurement, budgeting, planning and contract management aspects of administrative management operations. In addition a thorough knowledge of the interagency foreign affairs manuals and USAID's programming, planning, budgeting, contracting and supply management procedures is desired. A thorough knowledge of USAID and USG personnel management is preferred. 3. KNOWLEDGE (25 Points): A thorough knowledge of U.S. Government regulations and USAID and State Department Regulations governing all areas of administrative management and support operations is desired. Extensive knowledge of procurement expertise and customs/import laws and regulations is required. 4. ABILITIES AND SKILLS (30 Points): Managerial experience. Ability to lead, train and supervise. Ability to analyze, conceptualize, negotiate, exercise sound judgment, originate ideas, proven ability to identify problems and develop creative solutions, and the interpersonal skills to handle requests and complaints with patience, diplomacy and sense of humor. Maximum Points Available: 100. L. Selection Process: After the closing date for the receipt of applications, a committee will be convened to review applications and evaluate them in accordance with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at USAID's discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant's cover letter, and USAID will delay such reference checks pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain security and medical clearances within a reasonable period of time (USAID will provide details regarding these clearances to the selected candidates). A substantial delay in obtaining either required clearance will make the applicant ineligible for selection. 9.
