- Description
- The Centers for Disease Control and Prevention (CDC), the National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) intend to award a sole source fixed price contract to Michigan Public Health Institute, 2436 Woodlake Circle, Suite 300, Okemos, MI 48864. The period of performance will be a base year of 12 months with two (2) twelve month option years. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304 (c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this acquisition is 541990 with a size standard of $7 million. The Michigan Public Health Institute (MPHI) through its National Center for Child Death Review (CDR) has developed a standardized case registry tool designed to collect data specifically on child deaths reviewed by statewide Child Death Review Teams. This CDR tool generates state-wide reports based on data entered into the system from all 50 states and the District of Columbia. MPHI is the only contractor that currently collects child maltreatment (CM) mortality nationally through the National Center for Child Death Review. This organization has been working with state Child Death Review Teams for nine years in order to standardize applicable data necessary to make informed decisions regarding causes of death among children. Specific data includes: (1) mortality data by year and trends over ten years; a general description of the cause of death, relative to national data, key risk factors, known proven interventions to prevent the deaths, and resources available for more information; (2) breakdown by age, race, ethnicity and gender; (3) key risk factors identified through the review process; (4) actions taken as a result of the reviews locally or at the state level; (5) policy recommendations for state and local leaders; and (6) prevention recommendations for parents and caregivers. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to The Michigan Public Health Institute. However, firms that believe they can provide these services are encouraged to identify themselves by submitting a capability statement demonstrating their ability to meet this requirement to the Contract Specialist prior to the response date found in this synopsis. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
