Description
VA-701-10-RI-0074 This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Description of Requirement: The Department of Veterans Affairs, National Energy Business Center (VA-NEBC) is seeking to fulfill the mandated federal agency energy management requirements of renewable energy projects pertaining to geothermal energy sources at four (4) locations. The VA is currently having an A/E firm develope 35% drawings of Ground Source Heat Pump systems at the facilities listed below. The contractor will be required to design-build a single well ground source heat pump (closed and/or open loop) system. The system would be designed and constructed to support conversion of the existing HVAC systems in identified buildings to geothermally supplied heating and cooling. "Ann Arbor VA Medical Center, 2215 Fuller Rd, Ann Arbor, MI 48105. "Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, MI 49037. "Indianapolis VA Medical Center, 14841 West 10th Street, Indianapolis, IN 46202. "Saginaw VA Medical Center, 1500 Weiss Street, Saginaw, MI 48602. The VA-NEBC is seeking potential sources to complete the design and construction of Ground Source Heat Pump systems. The project must include the design, documentation, construction, testing, and training of the geothermal energy source system. The work will include the following items but is not limited to: design, general construction, well field installation, alterations, mechanical and electrical work, utility systems, and certain other items as described in the solicitation. All fees, permits and registrations required shall be the responsibility of the contractor. Contractor will try to utilize green building materials where applicable. The design and construction shall be done in such a way as to meet the following goals: o Maximizes investment value (lowest payback) o Maximizes annual geothermal system load factor o Remains within available geothermal capacity NAICS 237130 (size standard $33.5 million) applies Submittal information required: Respondents shall provide a general capabilities statement to address the following information: 1.Please provide no more than five (5) completed contracts that your company has performed for this same or similar requirement. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide complete reference to include at a minimum the project name, contract award amount, and the project's owner contact information. 2.Please identify your company's number of years in business; affiliate information, parent company, joint venture partners, and potential teaming partners. 3.Respondents shall provide the resumes for key personal that would be involved in the project, and provide a brief description of their respective roles. 4.Provide a hypothetical project schedule to include the design, documentation, construction, testing, and training of the Geothermal Energy System. 5.Provide proof that the installers are International Ground Source Heat Pump Association (IGSHPA) certified or have equivalent training. 6.Provide company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). 7.The magnitude of all project locations is expected to be $1M - $2M. Please list your company's ability to bond for a project / projects of this size. 8.Please express your company's interest in one (1) or all four (4) locations. It is emphasized the contractors geothermal energy project experience should include experience in climatic and soil thermal characteristics - evaluation of the site-specific conditions including geology, hydrology, geography, and topography, calculation of annual heating and cooling energy requirements of the building, performance of life-cycle cost analysis on the system design (or system design alternatives), preparation of O&M manual, training employees, monitoring and maintenance of the ground source heat pump systems, modification of boiler plant, HVAC system, cooling tower & existing ductwork, design and installation of heat exchanger, coupling system, and heat pump, community liaison support services, permits and zoning processes, architectural-engineering (A-E) design, construction of all structural, electrical, and mechanical components, distribution interconnection to the existing buildings, testing, balancing and commissioning of the installed systems. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length (excluding resumes and cover page), single spaced, 12 point font minimum that addresses the above information. The response must also include a cover page which includes, at a minimum, company name, address, CAGE Code, Dunn & Bradstreet number, point-of-contact name, phone number, email address. The subject line of the correspondence should clearly display the sources sought number and title. Submissions (responses) shall be received by no later than Friday April 16, 2010 at 12:00 P.M., Eastern Standard Time. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A SOLICITATION. Contractors having the skills and capabilities necessary to perform the stated requirements should forward an e-mail only to the primary point of contact listed below. No phone calls will be accepted.
