National Cancer Institute (NCI), Metabolism Branch, plans to procure on a sole source basis for maintenance on a Waters UPSMPMGR-UPLC Sample MGR system, a Waters UPLC Column, a Waters Synapt – and a Waters HDMS system, MassLynx Software one (1) year plan, and a Xevotq – XEVO TQ with Waters Corporation; 34 Maple Street, Milford, MA 01757. The North American Industry Classification System (NAICS) Code for this procurement is 811219 and the business size standard is $7 Million. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The Period of Performance on the UPSMPMGR, UPCOLMGR ad the SYNAPT will be May 5, 2010 – October 31, 2010 and the Period of Performance on the MassLynx Software and the XEVOTQ system will be May 13, 2010 – October 31, 2010. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The purpose of this acquisition is to preventative maintenance and repair service on a Waters UPLC-HDMS (Ultra Performance Liquid Chromatogragh-Quadrapole Time of Flight High Definition Mass Spectrometer) system and a Xevo-TQ (Triple Quadrupole Mass Spectrometer) at the NCI. The instrument collects and identifies small molecules from multiple biological matrixes and supports the Metabolomics research in the Laboratory of Metabolism. The Metabolomics program seeks to develop (and license) novel small molecule biomarkers for cancer, toxicity, radiation exposure and other diseases. It is critical that the equipment mentioned in this contract is calibrated accurately and maintained according to the manufacturer’s specifications. Any deviation from the specifications could ruin countless hours of work, distort further studies. The data collection software supplied with this equipment, which acts as the instruments operating system, is proprietary and updates and patches are solely available through Waters Corporation. Waters Corporation is the only manufacturer which has all the required documents and schematics necessary to service Waters UPLC, GC and MS Products; including Breeze ® systems, so that they are maintained at design specifications. The specifications necessary to manufacture spare parts are proprietary to Waters Corporation. They do not have agreements to supply spare parts with any distributors or service providers. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the Office of Acquisitions at the address stated above on or before 11:00 am ET on April 21, 2010 to Karri Mares, Contract Specialist. No electronic capability statements will be accepted (i.e. email or fax). All questions must be in writing and can be faxed to 301-402-4513 or sent via email to maresk@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
