- RECOVERY: Description: The General Services Administration (GSA) announces an opportunity for Design and Construction in Public Buildings through a Design/Build contract. GSA will be using funds from the FY 2009 American Recovery and Reinvestment Act for this project. Project Summary: The GSA Rocky Mountain Region wishes to conform to the directives of the Energy Policy Act 2005, as amended by and broadened by the Energy Independence and Security Act 2007 which amongst other goals instructs all federal agencies to consume 55% less fossil fueled energy by 2015 and 100 % less fossil fuel by 2030. This project is funded through the American Recovery and Reinvestment Act to pursue the federal goal of energy independent federal buildings and will comply with all applicable Minimum Performance Criteria. Key objectives are to provide secure, clean, on-site power to the Pembina Border Station while maximizing system payback through demonstrated energy savings. The contractor shall provide design, procurement and installation of a 1.0 Mega Watt (MW) Wind turbine (made in America), at the Pembina Border Station facility in Pembina, ND. The Land Port of Entry, Pembina Border Station is located on Highway 29 just S of Canada/US boarder Pembina, ND Prospective Offeror's experience shall include, superior design-build experience in the design and construction of Wind Generators, specific, but not limited to the size required. The estimated cost for the design-build delivery of the Wind Generator at the Pembina Border Station is between $1,500,000 and $2,500,000. The estimated project duration (design and construction) is 12 months after Notice to Proceed (NTP). The design-build scope of work includes architectural, engineering, construction, security, commissioning and other related services necessary to construct the Wind Generator, related services include but are not limited to, site planning and infrastructure, geotechnical evaluation and monitoring, permitting, testing and inspection during construction, commissioning and potential additional requirements. Procurement Strategy: GSA intends to award a firm-fixed price Design-Build Contract based on the proposal that provides the best value to the government. The North American Industry System (NAICS) code for this effort is 237130. The Request for Proposal (RFP) will be issued electronically on or about 4/21/2010 on the internet at: http://www.fedbizopps.gov/. Opportunities: This procurement will be set aside for Small Business under FAR Subpart 19.502-2. This project will be funded by the American Recovery and Reinvestment Act for 2009. THERE IS REASONABLE CERTAINTY FUNDS WILL BE AVAILABLE. All reporting requirements from the Contractor are mandated per the Act. THIS IS NOT A REQUEST FOR PRICE OR TECHNICAL PROPOSALS.
