Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RABQ2100039, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $5.0 Million.The proposed contract is a Total Small Business Set-Aside. All small businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.229-14, Limitations on Subcontracting. All small business sources may submit a quote, which will be considered by the Government. 1. Background. Southwest Indian Polytechnic Institute (SIPI) is a national Indian community college operated by the Bureau of Indian Education (BIE), U.S. Department of the Interior (DOI) and is located in Albuquerque, New Mexico. SIPI was founded in 1971 with the goal of providing post-secondary education opportunities for American Indians and Alaska Natives from federally recognized tribes from throughout the United States. Instructional offerings include two-year transfer programs, one and two-year career and technical education programs, short course occupational programs, adult basic education, and a high school diploma program. Classes are offered on the Albuquerque campus and at various tribal distance learning sites. SIPI was designated a Land Grant Institution in 1994. Land Grant status facilitates the development of food and agriculture science programs involving teaching, community outreach, and research. SIPI's student body is comprised of American Indian students from across the country; students generally are 18 year-olds and older, although 17 year olds are sometimes admitted. The average annual enrollment is 800-900 students with 100+ American Indian and Alaskan Native tribes represented. In 2000, SIPI was granted a 10 year accreditation status (2000-2010) by the Higher Learning Commission (HLC) of the North Central Association of Colleges and Schools. On December 9, 2009, SIPI completed a 10 year comprehensive site visit to reaffirm its accreditation status. A team representing the HLC conducted the site evaluation. The Commissions requires 5 criteria areas for accreditation, which are:Criterion One. Mission and Integrity-The organization operates with integrity to ensure the fulfillment of its mission through structures and processes that involve the board, administration, faculty, staff and students.Criterion Two. Preparing for the future-The organization's allocation of resources and its processes for evaluation and planning demonstrate its capacity to fulfill its mission, improve the quality of its education, and respond to future challenges and opportunities.Criterion Three. Student Learning and Effective Teachings-The organization provides evidence of student learning and teaching effectiveness that demonstrates it is fulfilling its educational mission.Criterion Four. Acquisition, Discovery, and Application of Knowledge-The organization promotes a life of learning for its faculty, administration, staff, and students by fostering and supporting inquiry, creativity, practice, and social responsibility in ways consistent with its mission.Criterion Five. Engagement and Service-As called for by its mission, the organization identifies its constituencies and services them in ways both value. 2. Scope of Work. To secure expert technical assistance to help facilitate a strategic process to support SIPI's effort to maintain accreditation status. To immediate prepare for the HLC Review Committee meeting on May 3, 2010, and the Higher Learning Commission in June, 2010. Intense effort will be focused on preparing the SIPI leadership team for the hearing, to include researching, identifying, and securing additional documentation to address the 5 HLC criteria for both meetings/hearings. An in-depth review and analysis of the HLC criteria, SIPI's self-study report, SIPI'S framework for strategic planning, and on-site visit report will be conducted to plan a methodical approach to address all identified deficits, including program assessment, program review and budgeting. For the May 3rd and June, 2010 meetings, the final outcome will be a well informed team and an organized, professional presentation that is substantiated by facts, data, documentation and evident progress on areas of concerns; other outcomes include; written plans for an academic program review process, and a comprehensive institutional assessment program, operationalization of the strategic plan, evaluation of the budget process, development of a "white paper" and assist with any other activities as may be necessary based upon the decision of both the hearing/meeting with the HLC. 3. Objectives. The overall objectives for this project are to:a. Work with the staff and faculty members chosen by the Vice President of Academic Programs to facilitate the implementation of an academic program review process.b. Work with the staff and faculty members chosen by the President to facilitate the implementation of a comprehensive institutional assessment program.c. Work with the staff and faculty members chosen by the President to finalize implementation of the institutional strategic plan.d. Work with the President's budget committee to implement and evaluate budget processes.e. Prepare executive leadership team for accreditation meetings in May and June 2010.f. Assist with developing a "White Paper" to highlight SIPI unique characteristics with the context of accreditation standards and what the College needs to establish equity with comparable higher education institutions and/or community colleges.g. Complete an in depth review and analysis of the HLC criteria with respect to SIPI's self study report, strategic plan and other relevant information.h. Development of recommendations and methodology to address deficits given a very short timeframe.i. Assist with activities/tasks as deemed necessary following the final decision of the HLC. 4. Tasks. a. Review the collection of institutional documents compiled for the comprehensive accreditation team visit.b. Review documents submitted to the Higher Learning Commission in preparation for reaffirmation of accreditation.c. Review reports resulting from the comprehensive accreditation team's visit.d. Review and evaluate newly developed processes and documentation for program reviews, strategic planning, budget processes, and academic assessment and recommend to staff and faculty additional documentation requirements for these processes and make recommendation to strengthen.e. Prepare possible questions and answers in preparation of the hearing on May 3rd.f. Identify other documentation to strengthen SIPI's effort for reaffirmation, which may include interviews with current and former SIPI employees. g. Assist in development of documents and reports e.g. white papers, rebuttals, supporting documentation, reports, etc.The Contractor has no authority to incur material costs without the explicit prior written approval of the contracting officer and the SIPI President. 5. Deliverables. Dependent upon the approval process, the following deliverables or their equivalent will be required:a. Bi-Monthly status reports.b. Plan to prepare for accreditation meeting in May 2010.c. Recommendations to strengthen implementation of program reviews, strategic plan, budget process and academic assessment.d. Review of "White Paper" and other relevant documentation. 6. Government Furnished Property. SIPI will accommodate the needs of the contractor to hold meetings and other engagement as best as possible. When work is required on-site, the contractor and employees will be furnished with office space, office phone, office supplies, computers and printers, and access to copy and fax machines. Other than mutually agreed upon facilities, there will not be any Government Furnished Property or Facilities available for use in performance of this project. 7. Place of Performance. The Contractor will work both on and off the Albuquerque SIPI campus. The Contractor will gather and review data and information from faculty, staff and programs; as well as perform interviews of current and former employees through telephone communications or on/off campus. Other mutually agreed upon events may be held at other designated locations agreed upon between the Contractor and the SIPI President or designated representative. 8. Period of Performance. The accreditation project should begin on or about April 14, 2010 and to conclude by August 30, 2010. 9. Qualification of Expert Provider.a. A Doctorate in Education.b. Thorough knowledge of the policies, criteria and expectations of the Higher Learning Commission (HLC). c. Technical experience in higher education in a community college/university setting with a large population of Native American students.d. Technical experience with accreditation of higher learning institutions, including the self-study and accreditation process.e. Experience in developing and implementing program assessments in a community college setting with a large population of Native American students.f. Experience in developing and implementing program reviews in a community college setting with a large population of Native American students.g. Experience in strategic planning in a community college setting with a large population of Native American students.h. Experience with higher education budgeting and strategic planning. The Offeror shall provide an hourly rate for the period of performance and an estimate for your travel costs which shall be reimbursed at the actual travel costs in accordance with the Federal Travel Regulations.
